KEMP, GEOFFERY T.H.: Files, 1981-1985 Political Affairs Directorate, NSC, 1981-82 (Near East and South Asia) Near East and South Asia Affairs Directorate, NSC, 1983-85 Prior to joining the National Security Council (NSC), Geoffrey Kemp earned his Bachelor and Master Degrees from Oxford University and Ph.D. in political science from the Massachusetts Institute of Technology. From 1971-1980, Dr. Kemp was a professor of international politics at the Fletcher School of Law and Diplomacy, Tufts University. From 1975-1976, Kemp worked as a program analyst in the Office of Assistant Secretary of Defense for International Security Affairs. Kemp was a consultant to the Subcommittee on Foreign Assistance, U.S. Senate Committee on Foreign Relations from 1976-1977. From 1978-1980, he was a consultant to the Office of Assistant Secretary for Program Evaluation and Analysis for the Department of Defense. Upon joining the NSC, Kemp was in the Office of Political Affairs. This office had responsibility for various geographic regions. Under the old Office of Political Affairs, Kemp worked in the Near East and South Asia Office. These individual area responsibilities were later revised and elevated to separate Directorates. When this happened, Kemp became Senior Director within the Near East and South Asia Affairs Directorate. His Reagan Library collection reflects a combination of these two offices. After leaving the NSC, Kemp became a Senior Associate at the Carnegie Endowment for International Peace where he was Director of the Middle East Arms Control Project. As of 2003, he was a Director of Regional Strategic Programs at the Nixon Center in Washington, DC. The Geoffrey Kemp collection consists of memos, correspondence, cables, and intelligence reports dating from 1976-1985 on Middle East topics. Material that pre-dates 1981 was used by Kemp for reference and was not his work product. No need to FOIA. Kemp, Geoffrey - 2 collection is arranged in three series: Subject File, Chronological File, and the Administrative File. SERIES I: SUBJECT FILE, 1981-1982 (17 l.ft.; RAC Boxes 1-9-Kemp, RAC Box 16-Kemp) The Subject File covers the years that Kemp worked under the old Office of Political Affairs from 1981-1982. Documents date from 1976-1982. The pre-1981 documents are reference materials that Kemp used, but were not his work product. Files are arranged alphabetically by subject and then chronologically. Howard Teicher's work product can be found in many of the 1982 files as both Teicher and Kemp worked together on many projects. SERIES II: CHRONOLOGICAL FILE, FEBRUARY 1981-DECEMBER 1984 (5 l.ft; RAC Boxes 10-13-Kemp) This series contains copies of Kemp's outgoing memoranda and correspondence during his entire tenure. It is arranged chronologically. SERIES III: AMINISTRATIVE FILE, 1981-1985 (.7 l.ft.; RAC Boxes 14-15-Kemp) This series contains administrative files originally kept by the Near East and South Asia Affairs Directorate, but has been transferred to Kemp's collection. The series deals mostly with Kemp's travel (Passports, Visa forms, travel reimbursements) and some personal files that he left behind. The documents are predominately 1981-1984, with some 1978-1980 documents Kemp used for reference material. This series is arranged alphabetically. Material in this collection was arranged for the Remote Access Capture (RAC) program of declassification run by the Central Intelligence Agency. Most of the documents have been left in their original containers and these box numbers are noted in parenthesis after the RAC Box number. All of the containers were re-numbered for RAC use. Please refer to the RAC number with the collection name extension when requesting this material.
