Ltd. 1 Proposed Clinker Grinding Unit (1.2 MTPA) At Plot No. 147 & 148, Village-Kurari,Post-Karmnasha, Durgawati, Tehsil- Bhabua, District-Kaimur (Bihar) Pre – Feasibility Report 1.3 ENVIRONMENT MANAGEMENT PLAN (i) Air Pollution Control All major sources of air pollution are being/will be provided with Bag house/ Bag filters/ESP/water spraying to keep emissions below permissible limits for the PM emissions. Clinker will be stored in clinker silos. Regular water sprinkling on haulage road and transportation of material will be done by covered container. Proper maintenance of vehicles will be done regularly. Greenbelt will be developed along the plant premises as dust preventive barrier. Periodic air quality monitoring will be carried out as per CPCB / SPCB norms. (ii) Water Pollution Control No industrial waste water will be generated from the proposed Clinker Grinding Unit. Domestic waste water from will be treated in the STP & treated water will be utilized for green belt development and dust suppression. Rain water harvesting will be practiced at plant and colony area. (iii) Noise Pollution Control Proper maintenance, oiling and greasing of machines at regular intervals will be done to reduce generation of noise. Personal Protective Equipments like earplugs and ear defenders will be provided to the workers exposed to high noise level. Green Belt of appropriate width inside the Grinding unit premises and at the plant boundary will be developed. Regular monitoring of noise level will be carried out. (iv) Solid /Hazardous Waste Management No solid waste will be generated from the cement manufacturing process. Dust collected from various air pollution control equipments will be recycled completely in process. M/s. Rinam Trading Pvt. Ltd. 2 Proposed Clinker Grinding Unit (1.2 MTPA) At Plot No. 147 & 148, Village-Kurari,Post-Karmnasha, Durgawati, Tehsil- Bhabua, District-Kaimur (Bihar) Pre – Feasibility Report Used/Spent oil (Hazardous Waste) will be utilised for lubrication in machines, chains, etc. Remaining quantity will be sold to CPCB authorised recyclers. (v) Green Belt Development/Plantation Green belt will be developed in 33% of the plant area. Green belt development along with the road & plant boundary will be done which will attenuate noise level, arrest dust and improve the surrounding environment. Local species will be planted as per CPCB guidelines. 2.0 INTRODUCTION OF THE PROJECT/ BACKGROUND INFORMATION (i) Identification of project and project proponent M/s Rinam Trading Pvt. Ltd. is a body corporate incorporated under the provisions of the Companies Act, 1956 and registered with the Registrar of Companies, U.P. & Uttaranchal vide Incorporation Certificate U74999WB2012PTC178000 of 2011- 2012 dated 27td March, 2012. The registered office of the company is situated at 52, Weston Street, Kolkata-700012, West Bengal, India. The main objects of the company are to establish and carry in India or elsewhere the business to produce, manufacture, process, refine, prepare, import, export, purchase, sell, manipulate, finish, pack, repack, mix, grade, operate and to act as brokers agents, consultants, merchants, stockiest, distributors, suppliers, providers, collaborators, consignors, C & F agents, indenting agents, job workers. Wholesalers, retailers, traders concessionaries or otherwise to deal in all varieties, specifications, description, applications & uses of cements, whether ordinary, white, colored, pozzolana, alumina blast furnace, silica lime, Plaster of Paris, fiber etc including grey cement, Portland cement, Portland pozzolana cement, Portland high alumina cement, Portland oil well cement, special cement, repitix cement, water proof cement, masonry cement, lime pozzolana cement, sagole cement and other allied products. Rinam Trading Pvt. Ltd. is proposing for Clinker Grinding Unit of cement production capacity 1.2 MTPA at Plot No. 147 & 148, village Kurari, Post Karmnasha, Durgawati, tehsil Bhabua, district Kaimur (Bihar). As per EIA Notification dated 14 th September, 2006, as amended on 1 st December, 2009; the project falls under Category “A”, Project or Activity ‘3(b)’ due to Uttar Pradesh – Bihar interstate boundary at the distance of approx 3 km in NW direction from the proposed project site. (iii) Need for the project and its importance to the country and or region Cement is the most essential raw material in any kind of construction activity. Accordingly, cement industry plays a crucial role in the infrastructural development of the country. Given the vast geographical size and massive population of the country, various construction activities undertaken by the Central Government, State Governments, Public Sector Undertaking and other organizations, including private sector generate huge demand for cement. In India mainly three types of cement produced. The Portland Pozzolana Cement (PPC) enjoys the major share (67%) of the total production, followed by Ordinary Portland Cement (OPC) (25%) and Portland Slag Cement (PSC) (8%). During 2008-09, the industry consumed 35 million tones of fly-ash and 7.5 million tones of slag. According to the Ministry a continuous increase in the production of blended cement is expected to reduce the problem of waste disposal, improve energy efficiency and reduce carbon footprint. With regard to current status of cement concrete roads in National Highways Authority of India (NHAI) projects, the representatives of Ministry of Road Transport and Highways informed the Committee that the Ministry had issued a circular in 1998 in which it had directed that the Government should construct cement concrete road especially in high rain fall area, urban areas etc., where these roads are more durable and their maintenance cost is also less. Cement consumption will also increase substantially with greater usage in new areas such as cement concrete roads, extensive cement concrete canal linings M/s. Rinam Trading Pvt. Hence, the proposed Clinker Grinding Unit by M/s. Rinam Trading Pvt. Ltd. will cater the increased demand of cement in the country and region. (iv) Demand- Supply Gap & Imports vs. Indigenous production Cement is the most essential raw material in any kind of construction activity. Accordingly, cement industry plays a crucial role in the infrastructural development of the country. Given the vast geographical size and massive population of the country, various construction activities undertaken by the Central Government, State Governments, Public Sector Undertaking and other organizations, including private sector generate huge demand for cement. In addition, provision for housing is the first and foremost requirement of every household and, therefore, market demand of cement for private consumption is increasing constantly.
