Chapter 1 OVERVIEW This update to the System Documentation for the Toxics Release Inventory-Data Delivery System (TRI-DDS) integrates the system improvements made through the TRI-DDS 2001 (Version 3.1), released to the Department of Defense (DoD) Emergency Planning and Community Right-to-Know Act (EPCRA) TRI Working Group in April 2002. TRI-DDS 2001 incorporates planned enhancements as well as comments made by the user community throughout calendar year 2001. The system improvements include the following: • More munitions items have been added to the munitions constituent database, including characterization data for practice bombs (bomb dummy units, or BDUs). • The list of TRI analytes has been updated to be consistent with U.S. Environmental Protection Agency (EPA) guidance for EPCRA Section 313 reporting for calendar year 2001. Most notably, lead has been reclassified as a persistent bioaccumulative toxic (PBT) chemical with a reporting threshold of 100 lbs. A new TRI chemical, lead (in brass, bronze, or stainless steel), was created with reporting threshold limits of 10,000 lbs for otherwise use and 25,000 lbs for manufacture. • The EPCRA Section 313 article exemption can now be taken into consideration when calculating toxic chemical thresholds and releases. The article exemption allows the quantities of listed toxic chemicals in an article to be removed from threshold determinations and release calculations when that article is processed or otherwise used at a facility. The TRI-DDS considers the expended cartridge casings from the following munitions to be articles: small arms ammunition through 57mm; 64mm, 75mm, and 106mm ammunition; impulse cartridges; photoflash cartridges; signal cartridges; aircraft chaff and flare cartridges; aircraft illumination signals; personal distress signal kits; primer cartridges (electric and percussion); and artillery shells. Grenade rings, pins, and levers (spoons) and the bodies and fins of inert bombs and rockets are also considered articles. Taking the article exemption is the default option in TRI-DDS 2001. You can change your selection by going to the Options command on the File menu and selecting or clearing the Article Exemption check box. • The EPCRA Section 313 de minimis exemption can now be taken into consideration when calculating toxic chemical thresholds and releases. The de minimis exemption allows a toxic chemical (except for PBT chemicals) to be excluded from threshold determinations and release reporting when that chemical is present in a mixture in concentrations less than 1% by weight (or less than 0.1% by weight if it is a carcinogen). Taking the de minimis exemption is the default option in TRI-DDS 2001. You can change your selection by going to the Options command on the File menu and selecting or clearing the De Minimis Exemption check box. • TRI-DDS 2001 can now help with recycle reporting. A new report displays the quantity of potentially recyclable toxic metals in expended training munitions. If a April 2002 TRI-DDS 2001 System Documentation • 1-1 threshold is exceeded for a TRI metal, the recyclable report may be used to verify recycle records or estimate the quantities to be entered into Sections 6, 7, and 8 of the Form R report. • The Generic Comma Separated Value (CSV) File Import feature is a powerful new tool for quickly inputting data into TRI-DDS 2001. Munitions usage data from range scheduling or munitions tracking software that can be output in CSV file format can be quickly imported into TRI-DDS 2001, minimizing the need for manual data entry. Data from Version 3.5b and later of the Range Facility Management Support System (RFMSS) range scheduling software should be importable via the Generic CSV File Import feature. • Another new aid in entering data is the Joint Hazard Classification System (JHCS) Abbreviations button on the Munitions and Components tabs of the Add Event Data dialog box. Click the button to display a table of abbreviations commonly used in munitions nomenclature. You may type these abbreviations in the Nomenclature box, or select the check box to include JHCS abbreviations in nomenclature searches. For example, when the check box is selected, typing “GRENADE” in the Nomenclature box will return a table of all munitions names containing “GREN.” • An Import Areas function has been added to the Modify Area List command on the Facility menu. This feature allows you to import the area names you established in TRI-DDS 2000. • TRI-DDS 2001 allows the user to build a customized item using items and materials found on the Common Name Pick List. If you cannot find a munitions item or a suitable match for it, you can now define the item from the elements of the Common Name Pick List using the custom item feature. The custom item then becomes an element of the Common Name Pick List and can be entered into event records. The custom item may also be a group of munitions, components, fuels, bulk propellants, and/or any other items that are always
