PART I: PROPOSED ACTION DESCRIPTION A. Type of Proposed Action The proposed action is to apply the pesticides fluridone or diquat to eradicate or reduce the biomass of the invasive aquatic plant elodea in both Stormy and Daniels Lakes. Elodea has the potential to spread throughout Kenai Peninsula waterways, affecting ecological and economic values. Eradicating the elodea population will also reduce the threat that the
