Due to man’s intervention to conquer nature to met his needs and greeds, the balance has been disturbed and has resulted in global warming, climatic changes, reduction in forest area, Ozone layer depletion etc., This has reflected in globe particularly in the developing countries like India which have become more vulnerable. Disaster to Development Our District is located in multi disaster prone and no part of its human inhabitation is free from disasters. The loss of lives, property and infrastructures are moderate in the State and are also on increase. When we look back the past history of disasters 26.12.2004 tsunami consumed the lives around 800 people in Kanniyakumari District and economic loss in crores. The district is blessed with 72 k.m. Coast line and 42 Coastal habitations vulnerable to tsunami, Cyclone and Marine Erosion. The developmental activities that are taking place in sea coast further worsen the coastal community. Government of Tamil Nadu has been considering its vulnerability and implementing Coastal Disaster Risk Reduction Programme (CDRRP) and its Sub- Component Community Based Disaster Risk Management (CBDRM) with the support of World Bank to the tune of 1481 Crores for Tamil Nadu. Kanniyakumari District is one among 12 Coastal Districts implementing the project by SIRD Maraimalai nagar through DRDA. The next important hazard of the district is seasonal flood especially during North-East retreating monsoon. The district was devastated in 1992-93 and consumed the lives of people and property. In the year 2010 the district experienced similar flood and killed around 8 people and material loss. When I assumed charge as District Collector, Kanniyakumari District 2014, 10th tsunami commemoration function was organized and dissemination of hazards was conducted in schools, colleges and communities. Several mock drill programmes were organized in high vulnerable areas. Role of DDMA The District Disaster Management Authority was formed vide G.O.Ms.No.33 Revenue Department dated 24.01.2014. The DDMP 2015 was released in May 2015. In the same year we witnessed major flood during north east monsoon. The DDMP of 3 KANNIYAKUMARI DISTRICT DISASTER MANAGEMENT PLAN - 2020 Kanniyakumari District has clear road map for the field operators. The Hazard Risk Vulnerability and Capacity (HRVC), Roles and Responsibilities to Stake holders and Standard Operation Procedure (SoP) are helpful to the disaster managers. Several training programme were organized to Stake holders and middle level officers under the aegis of State Disaster Management Authority (SDMA). The State Government deputed senior level IAS Officers as Flood Monitoring Officers during peak period of monsoon and issued expert opinion to save community from impending danger. Because of the efficient planning and guidelines issued by the Commissioner of Revenue Administration (CRA) from time to time has been helping the District Administration to avoid human loss and substantial amount of material loss. 62 low lying area were pre identified and categorized as High, Medium and Low. Different inter departmental team were appointed in vulnerable areas and marked as zone. The Zonal Team along with community and NGO Played vital role in alleviate the sufferings of people at large. In spite of our sincere efforts the district lost 6 human lives due to other dangers of secondary cause of heavy rain. 1434 huts damaged (1038 Partial damage 396Fully damaged), 1 cattle death. Flood Response 2015 The District Administration received Rs.97,86,000/- donations as cash towards CMPRF and Rs.54,75,000 worth materials as kind to distribute among affected people of flash flood occurred in Chennai, Cudalore, Kancheepuram and Thiruvallur Districts during the North East Mon soon 2015. First Emergency Responders Trained The District comes under the Zone III of Seismic Zone Map of India.The quarrying, mining and deforestation will increase the global warming in the district. Removal of Seemai Karuvelam was done in a larger scale as per High Court directives. Around 15,000 trees were up rooted to lay high way and 4 way roads. The Bio shield is the only salvation to reduce the global warming. 25,000 saplings will be planted in the year under review, with support of CHD Programme of the Salvation Army. 1000 saplings were planted in coastal area during World Earth Day fallen on 22nd April 2017. We have trained 125 First Emergency Responders from 1 – 3 March 2017 with the support of OISCA International and Vishwa Yuvak Kendra of New Delhi. We have conducted Mass First Emergency Responders Awareness Programme for 3000 SHG Members on 1st April 2017 with support of Indian Red Cross Society, Kanniyakumari District Branch. Drought Response 2017 The Thamirabharani river bed experienced salt water entering in to agricultural area during last monsoon. The sand bags were lay down to arrest and permanent solution will be taken in due course in protecting drinking water. Now we are experiencing Drought after 1982. The District Administration took various precautionary measures. The new Bore wells installed solved the water problem temporarily. The major water reservoir Mukkodal dam exhausted. New water line from Puthen Dam is proposed at the cost of Rs.251.43 Crores. 4 KANNIYAKUMARI DISTRICT DISASTER MANAGEMENT PLAN - 2020 DDMP Updates The updating of DDMP 2016 added with Hospital Disaster Management Plan and CBDRM projects progress were incorporated. This edition of DDMP 2017 is an important milestone in this direction. This Plan contains the specific goals for Disaster Risk Reduction, Classification of Natural and Manmade disasters specific to the district and identified major & minor disasters to reduce the disaster risk over a period of 5 years and 10 years and by 2030 Co-terminus with period of Sendai Frame Works. The other major inclusions are the roles and responsibilities of various Departments. The list of all the vulnerable areas identified during 2016. Strategies proposed to reduce the risk, including de-siltation and removal of encroachments in the water bodies along with Action Plan. The details of inter departmental zonal teams, Sources of funds and there specific schemes and convergence strategies. Major Developmental schemes funded by Asian Development Bank, World Bank, Kudimaramathu dry land mission. The different proposals suggested by planners will be implemental through CSR initiatives strategies proposed for amending building plans and zoning regulations such as Coastal Zones and Flood Zone. The integrated water shed and water resources management Programme and identification of Critical Infrastructures These inclusions would equip the individual and official machinery to meet the challenges effectively and efficiently in the event of disaster causing hazards and to successfully and promptly manage to preparedness and counter their aftermath. I am sure that this effort will go a long way in fulfilling our Vision “Disaster Resilient Kanniyakumari District by 2030”.
