Castlegate Grey to Green 2 Angel Street Consultation on Concept Design January 2021 Sheffield City Council Regeneration & Property Services GREY TO GREEN PROJECT – OVERALL VISION GREY TO GREEN PHASE 2 ANGEL STREET CURRENT ISSUES AND OPPORTUNITIES Problems / Issues: • The Castlegate area has been in decline for many years; • The former inner ring road on West Bar/ Bridge St as well as Castlegate/ Exchange Street, largely redundant since 2008, created an unnecessary barrier from the Wicker shops and restaurants, Hotel District, Victoria Quays, Riverside offices, Canal corridor and rest of the City Centre. The completed Grey to Green project Phases 1 and 2 in this part of town has largely addressed these issues; • Yet Angel St remains a main gateway into the City Centre and has many quality buildings and development sites; • The public realm on Angel St as well as the current public space outside Castle House is run down and in need of upgrading; • It underperforms as a destination or as a business and employment area. Opportunities: • Growing new technology and creative start-ups in converted buildings on Angel St; • Preparing the city against extreme weather, flooding and drought resulting from climate change through Sustainable Drainage; • Increase the wildlife habitat and green space in this very urban part of the City; • Rationalise road space and create a narrowed down highway, high quality pedestrian as well as segregated cycling routes to connect various cycling networks; • Building on the success of the Grey to Green Phase 1 (West Bar) Phase 2; • Linking Angel St to other public realm and regeneration schemes such as Fitzalan Square and the planned ‘Sheffield Future High Street’ and ‘Connecting Sheffield City Centre’ proposals. By creating routes that are attractive, we will guide people through to destination locations GREY TO GREEN PHASE 2 ANGEL STREET CONCEPT DESIGN 1) High quality new shrub and perennial flower planting as well as retention of existing trees; 2) Improvements to the public open space outside Castle House, including additional seating, the replacement of the existing planted area with a new one at the junction of Angel St and Castle St, a new reconstructed wall and wider path; 3) Sustainable Urban Drainage (flood mitigation); 4) Segregated two-way cycle lane to connect Angel St to other riverside, local and national cycle routes with at least a 50mm level difference to the footway; 5) Reduction of road width to a single carriageway to allow for the extended cycle lane, sustainable drainage and planting; 6) Relocated permanent taxi waiting area at the top of Angel St; 7) Wide and repaved footpaths in the same quality paving as Snig Hill; 8) New Street furniture, City Centre quality cycle stands and litter bins; 9) Two ‘bug hotels’ located within the planting (similar to those on Exchange Place). GREY TO GREEN PHASE 2 ANGEL STREET TRAFFIC REGULATION ORDER (TRO) PLAN a) a proposed new location for the taxi rank; b) a proposed new speed plateau; c) revised loading restrictions to compliment the new road layout and d) revised taxi arrangements on a night in the bus layby (taxis will be able to wait in the bus lay-by between 11.30 pm and 5.00am) The Traffic Regulation Order consultation is a legal process. GREY TO GREEN PHASE 2 CYCLING ROUTES Walking routes plan GREY TO GREEN PHASE 2 ANGEL STREET ESTIMATED TIMESCALES January/Febuary 2021 – Public and TRO consultation on Concept Design; Report on consultation issued March/April 2018 – Complete Design and update estimated project costs and funding May 2021 – Commence preparation for procurement of a contractor July 2021 – Confirmation of contractor August 2021 – Works commence.
