RENNOVATE WESTWORLD HORSE BARNS TO INCREASE RENTABLE SPACE QUESTION 2: COMMUNITY SPACES AND INFRASTRUCTURE Project Summary These revenue-generating facilities are a key part of any horse show held at WestWorld. Built in the 1980s, the barns require renovation to remain useful and rentable. Administration $381,615 Public Art $39,751 CIP Project Number: 45 Contingency $840,806 TOTAL $4,702,972 ANALYSIS & ASSESSMENT Background WestWorld has 20 horse barns that were built in three major phases in the early 1980s, this project will replace 48 horse stalls in each of the oldest 10 barns. The barns needing stall replacements are: A-G; I, K, M. Barn A is in critical condition and has been taken out of service inventory to avoid unsafe condemnation except for four horse events that the city is contractually obligated to provide them. These 10 barns are constructed as stalls within a barn building. This project will keep the structural shell of the barns and replace only the stall units inside each of the barns which is half the cost of a full replacement. The decision was made to keep the existing barn roofs and exterior structure because they are in excellent condition, and in recent years, the city has invested $250,000 for new exterior doors and paint as part of short term, interim repairs. This project will also involve adding additional electrical systems and minor modifications to the concrete foundation. The horse stall rentals at WestWorld generate over $700,000 annually and adds significant money to the economic impact of the city's tourism industry. What is the customer experience? The substandard stalls impact equestrian groups that rent WestWorld, which is 50-60 percent of event activity. Barn A is in such critical condition it has been taken out of use with the exception where it is needed to meet contractual obligations. Community Outreach Community Outreach was done as part of the WestWorld Master Plan process. Communication is ongoing with current contract holders. Strategic Goal The implementation of this project supports the Strategic Goal: Support Economic Vitality RESOURCE IMPACTS Maintenance Requirements Maintenance cost will decrease significantly as the stalls within the barns are replaced. Impact if this project is not implemented The city is currently not able to rent Barn A and other barns, as the conditions worsen, will also be taken out of inventory within the next nine months. This effects WestWorld’s ability to host large scale horse events and eliminates any revenue potential of the barns. .
