INTRODUCTION 1.1. PURPOSE AND SCOPE This Draft Environmental Management Plan (EMP) is the site specific EMP document for construction and operation of the Project Sea Dragon Stage 1 Hatchery and associated infrastructure, proposed to be located at Gunn Point, Northern Territory. It is the site specific component under the Project Sea Dragon (PSD) Environmental Management System (EMS). In this document, the term Project (capitalised) is defined as Stage 1 of the Hatchery at the Gunn Point site. On approval of the Project, this Draft EMP will be updated to reflect approval requirements and implemented on the Project site along with the overarching EMS. The EMS Manual (EN-MN-EM4001) (Appendix A of the Notice of Intent) provides an overview of the EMS, including how it is organized, how documents are created and reviewed and the continuous improvement and risk based model adopted. It documents the overarching policies and procedures for the management of environmental impacts for the whole of the PSD project, and guidance on the development of site specific documentation. This EMP builds on these procedures by detailing the specific targets to meet the PSD project wide objectives, mitigation measures and monitoring requirements at the Project site during the construction and operational phases. The Notice of Intent (NOI) includes a detailed description of the existing environment, assessment of impacts, and mitigation measures relevant to this EMP, which are summarised herein. This EMP is limited to the Project scope outlined in Section 2, and has been prepared with reference to: NT EPA Guideline for the Preparation of an Environmental Management Plan (NT EPA, 2015) Commonwealth Environmental Management Plan Guidelines (DoE, 2014) AS/NZS ISO 14001:2016 Environmental management systems - Requirements with guidance for use, and AS/NZS ISO 9001:2016 Quality management systems – Requirements. The ISO standards have been mapped against the EMS and EMP as shown in EN-RG-EM0101 Document Map in the EMS
