Unofficial translation based on original Islamic Republic of Afghanistan Helmand Province Afghanistan National Disaster Management Authorities Helmand PDMC monthly meeting minutes held on 07 April 2012 _______________________________________________________ 1. Meeting Started with the recitation of Holy Quran 2. Chief of staff in Governor Office (Meeting chairperson) welcomed meeting participants 3. Chair person of meeting reported that during last year ANDMA distributed 100 kg wheat/ family to assist 16,000 ND affected families from DAIL stock and the of distribution processes still underway and eventually it will cover 3,500 families. 4. Government of India has provided 60,000 MT of Wheat as assistance to whole Afghanistan; 4,000 MT out of total will be distrusted to 40,000 ND and conflict affected families (100 kg/family)in Helmand province 5. ANDMA head reported that Natural disaster management committees will be established in all districts of Helmand province These committees will conduct surveys of ND affected families in all districts of Helmand Province 6. Head of DAIL stated that ANA and ANP assistance is needed for transportation of mentioned wheat to Sangin, Musa Qala, Naw zad, Washair and Khanashin districts because the amount provided for transportation to all districts (Afs.200,0000) is not enough 7. Head of environmental department reported that Crush Plant machines are not relocated to the specific designated places and currently they are operating in inappropriate locations 8. Head of ANDMA informed about 1391 year emergency plan for 16,000 families, which can be affected by ND and conflicts and requested International humanitarian Organizations to prepare and stock food and NFIs assistance in Center of province 9. Deputy Chief of Police stated that forests are being cleared to have farms , If the situation/trend continuous over flowing of Hilmand river will easily damage the harvests and farm lands. Conclusions: 1. The process of Disaster Management committees in all districts should be accelerated 2. Appointed commission should conduct survey for ND affected families 3. The prepared emergency plan for 16,000 families which can be affected due to ND and Conflict during 1391 is approved. All international humanitarian Organizations should prepare and relocate into Center of province 4. Regarding forest destruction, Head of DAIL should control and prevent contracting of forest lands , as per Presidential Order/decree 5. Regarding transportation problem of wheat to districts; DAIL should submit request to Provincial Security Committee for approval 6. Police station should stop work of all Crush Plant machines, They will refer the DAIL department where they will be provided Contracts within specific places. Thanks!
