In addition to publishing this Report, the launching of the platform for the public financing of the NGOs which contain all data on the public financing of the NGOs since 2015 is an outstanding success and another step towards increasing the transparency of public institutions in this area. We consider 2019 to be a successful year for the collaboration between the institutions of the Republic of Kosovo with the organizations of the civil society. This collaboration has continued with the purpose of implementing the priorities of both sectors and to achieve the governmental objectives for transparency, accountability and responsibility as defined by the Regulation MF- No. 04/2017 on the Criteria, Standards and Procedures of the Public Financing of the NGOs. The foundation for this collaboration has been laid out also in the Governmental Strategy for Cooperation with the Civil Society 2019-2023. The Office for Good Governance at the Office of the Prime Minister has given and continues to give a valuable contribution to advance transparency and accountability in the provision of public financial support for the NGOs in 2019 also. The contribution of the OPM should be viewed beyond this report, in particular as it relates to providing support to the public officials and the NGOs via training programs and raising the capacities of the public institutions to better implement the Regulation MF-No. 04/2017 on the Criteria, Standards and Procedures of the Public Financing of the NGOs. This report enables us to apprehend the progress that Kosovo has made in the sphere of the public financing of the NGOs, and the scope of collaboration between the Government and the civil society. At the same time it emphasizes the challenges that need to be addressed in the future so this area advances further. This report provides a series of recommendations and the Office for Good Governance/Office of the Prime Minister is committed to implement these in practice jointly with the public institutions. The Office for Good Governance/Office of the Prime Minister encourages all public institutions to strengthen their mechanisms for the purpose of applying the requirements of the legislation in power relating to the public financing of the NGOs. This will enable the increase of confidence in the public institutions and create a partnership with the civil society organizations. The application of the procedures, criteria and standards of transparency, accountability and competitiveness shall make it possible to achieve the objectives of the public financing of NGOs. INTRODUCTION The publication of the comprehensive report on the public financial support to the NGOs in the Republic of Kosovo for 2019 has become a continued practice of the Government of the Republic of Kosovo in the last four years. This report aims to increase the transparency and accountability of the public institutions, enabling at the same time the creation of a mutual trust between the public institutions and the civil society. Therefore, the continued publication of the annual reports on the public financial support to the NGOs has yielded its positive effects in improving the applicability of the legal regulations that cover the area of the public financing of the NGOs in the Republic of Kosovo. From the time of the first report for 2015-2016, when there were no unified rules with regards to the criteria, standards and procedures for the public financing of the NGOs and up until 2019, one can notice a qualitative improvement both in the aspect of establishing the legal framework and its application in practice. The Office for Good Governance at the Office of the Prime Minister is working on continuous basis with the public institutions to increase the transparency, accountability and the apply accordingly the legal framework that
