Dunstan, Chairman of the Board. The Pledge of Allegiance was said by all members of the Board. The Roll Call was called by Debra Ming-Mendoza, County Clerk, showing the following members present: PRESENT: Messers. MOTION CARRIED * * * * * * * * * * The following letter was received and placed on file: ILLINOIS DEPARTMENT OF TRANSPORTATION November 1, 2013 The Honorable Brant Walker Mayor of the City of Alton 101 East Third Street Alton, IL 62002 1 Dear Mayor Walker: In accordance with your resolution dated July 10, 2014, we find no objection to making use of IL 100 on Saturday, November 29, 2014, between the hours of 7:30 a.m. to 12:00 p.m. for the purpose of holding the Annual River Road Run. Please be advised that the closure of the southbound/eastbound lanes of Illinois Route 100 from East Broadway and U.S. 67 to Stanka Lane will be allowed providing the following conditions are met: 1. The City of Alton assumes full responsibility for the direction, protection, and regulation of the traffic during the time the detour is in effect. 2. Alton Road Runners, Inc. agrees that police officers or authorized flagmen shall, at the expense of the city of Alton, be positioned at each end of the closed section, and at the points (such as intersections) as may be necessary to assist in directing traffic through the detour. 3. Alton Road Runners, Inc. agrees that police officers, flagmen, and officials shall permit emergency vehicles in emergency situations to pass through the closed area as swiftly as is safe for all concerned. 4. Alton Road Runners, Inc. agrees that all debris shall be removed by the city of Alton prior to the reopening of the state highway. 5. Alton Road Runners, Inc. agrees that if an individual’s residence or place of business is blocked by the closure of the highway that person shall be allowed to have reasonable access to that property. 6. Alton Road Runners, Inc. agrees that all necessary signs, flags, barricades, etc., shall be used by the city of Alton as approved by the Illinois Department of Transportation. The Department of Transportation will furnish these items but all loading, installation, and removal will be the responsibility of the city of Alton. The Department will provide technical advice for the traffic control installation. 7. Alton Road Runners, Inc. agrees that the closure and detour shall be marked according to the guidelines of the Illinois Department of Transportation. 8. Alton Road Runners, Inc. hereby agrees to assume all liabilities and pay all claims for any damage which shall be occasioned by the closing described above. 9. Alton Road Runners, Inc. shall provide a comprehensive general liability insurance policy or an additional insured endorsement which has the Illinois Department of Transportation, its employees and officials as an insured which protects the State of Illinois from all claims arising from the requested road closing. 10. The city of Alton shall also comply with any other conditions listed in the corresponding resolution adopted by the city council of the city of Alton on July 27, 2011. 11. The Illinois Department of Transportation technical personnel have the sole authority and final decision over the traffic control layout. Any modifications to the attached plan must be approved in writing by the Department prior to implementation. Deputy Director of Highways, Region Five Engineer * * * * * * * * * * The following letter was received and placed on file: ILLINOIS ENVIRONMENTAL PROTECTION AGENCY Public Notice Proposed Renewal of the Clean Air Act Permit Program Permit 2 Explorer Pipeline Company Wood River Pump Station in Hartford Explorer Pipeline Company has requested that the Illinois Environmental Protection Agency (Illinois EPA) renew the Clean Air Act Permit Program (CAAPP) permit regulating air emissions from its Wood River Pump Station located at 1355 Robbins Road in Hartford. Based on its review of the application meets the standards for issuance and has prepared a draft permit for public review. The Illinois EPA is accepting comments on the draft permit. Comments must be postmarked by midnight November 30, 2014. If sufficient interest is expressed in the draft permit, a hearing or other informational meeting may be held. Requests for information, comments and questions should be directed to Brad Frost, Division of Air Pollution Control, Illinois Environmental Protection Agency, P.O. Box 19506, Springfield, Illinois 62794-9506, phone 217-782-2113. The repositories for the draft permit documents are at the Illinoi EPA’s offices at 2009 Mall Street in Collinsville, 618-346-5120 and 1340 North Ninth Street, Springfield, 217-782-7027. Copies of the draft permit and project summary may also be available at www.epa.gov/reg5oair/permits/ilonline. Copies of the documents will be made available upon request. The CAAPP is Illinois’ operating permit program for major sources of emissions, as required by Title V of the Clean Air Act. The conditions of CAAPP permits are enforceable by the public, as well as by the USEPA and Illinois EPA. In addition to implementing Title V of the Act, CAAPP permits may contain “Title I Conditions,” i.e.,conditions established under the permit programs for new and modified emission units, pursuant to Title I of the Act. The permit contains T1 conditions in section 4.3.2 that were established in previously issued permits. The permit contains no T1 conditions that are being newly established or revised by this application.
