GEOTECHNICAL ENGINEERING ENVIRONMENTAL ENGINEERING CONSTRUCTION TESTING & INSPECTION October 7, 2011 Project No. 014-10022A PHASE I ENVIRONMENTAL SITE ASSESSMENT CITY OF FRESNO DOWNTOWN NEIGHBORHOODS COMMUNITY PLAN PROJECT AREA FRESNO, CALIFORNIA 1.0 EXECUTIVE SUMMARY Krazan & Associates, Inc. (Krazan) has conducted a Phase I Environmental Site Assessment (ESA) of the Downtown Neighborhoods Community Plan Project Area located in central Fresno, California (subject site). This Phase I ESA of the subject site has been prepared in conformance with the American Society for Testing and Materials (ASTM) E 1527-05 Standard Practice for Environmental Site Assessments: Phase I Environmental Site Assessment Process. Any deviations from this practice are described herein. This Phase I ESA is designed as a screening tool for the subject site regional area and constitutes all appropriate inquiry (AAI) designed to identify recognized environmental conditions, historical recognized environmental conditions and potential environmental concerns in connection with the uses of the subject site as defined by ASTM E 1527-05. Krazan’s findings of this Phase I ESA revealed the following evidence of environmental areas of concern in connection with the subject site. RECOGNIZED ENVIRONMENTAL CONDITIONS (RECs) Sites with Documented Contamination Under Investigation and/or Regulatory Oversight. Properties within the Downtown Neighborhoods Community Plan subject site area with documented releases of hazardous materials to soils and groundwater represent known impacts to the environment which may be accompanied by related threats to human health. In cases where impacts from hazardous materials have been reported to regulatory agencies and are currently undergoing active investigation and/or remediation, the potential is higher for environmental impairments and threats to human health. Krazan’s review of the regulatory database radius search reports indicates the presence of the following sites of highest concern meeting
