Public bodies carry out a wide range of functions on behalf of government. As part of the commitment to transparency and accountability, the Cabinet Office collects and publishes annually information about public bodies as a whole, to supplement information about individual bodies already contained in departmental annual reports. The scope of the directory Until 2002, the Public Bodies publication reported on the public bodies sponsored by the devolved administrations as well as UK Government departments. In recognition of the bedding down of devolution arrangements, the directory now gives full information, summary statistics and analysis only for bodies sponsored by UK Government departments (including the Northern Ireland Office). The Scotland Office is now a component part of the Department for Constitutional Affairs and its sole public body is included in the DCA entry. The Wales Office has no public bodies. In the absence currently of devolved government in Northern Ireland, full details of public bodies sponsored by the Northern Ireland Executive (NIE) are included. However, NIE bodies and appointments are excluded from the statistical summaries. A public body is not part of a government department, but carries out its function to a greater or lesser extent at arm's length from central government. For this reason non-Ministerial departments and executive agencies are excluded from this directory, as they are departments or part of one. Information on these bodies can be found in a sister directory at: http://www.cabinetoffice.gov.uk/ministerial_responsibilities/?OpenFrameSet. Ministers are ultimately responsible to Parliament for the activities of the bodies sponsored by their department and in almost all cases (except, for example, where there is separate statutory provision) ministers make the appointments to their boards.
