View the entire meeting on the town’s Facebook page. The council meets on the second and fourth Thursdays each month at town hall, 6570 E. U.S. 36. WHAT HAPPENED: The council amended the school zone regulation code to reduce the speed of motor vehicles to 25 miles per hour only when beacons flash. WHAT IT MEANS: Previously, reduced speed restrictions were in force from 7:30 a.m. to 4:30 p.m. on school days. New flashing beacons have been installed, and the reduced speed will only be in effect when the beacons are flashing. WHAT HAPPENED: The council passed an ordinance that requires a permit for private emergency alarm systems and will impose fines after more than three false alarms occur at a location within a 12-month period. WHAT IT MEANS: A permit can be obtained through the Avon clerk-treasurer’s office. Failure to obtain a permit will result in a $10 per day fine. The fine for the fourth false alarm in a 12-month period is $250, the fifth is$500, the sixth is $750 and the seventh $1,000. The goal is to decrease Avon Police responding to false alarms. WHAT HAPPENED: The council considered a zoning ordinance amendment that was recommended by the advisory plan commission. WHAT IT MEANS: The amendment adds two new items to the ordinance. The first is an introductory process that would require petitions for rezoning and planned unit developments to go before the town council before being presented to the plan commission, resulting in better coordination between the council and commission. The second proposed change is to limit auto-related uses on U.S. 36 such as vehicle sales and leasing, car washes, auto services and auto parts sales. This will allow for diversity in economic development along the corridor. The council tabled the amendment until its Oct. 22 meeting, providing time for the council to do an in-depth study of the limited auto- related use section.
