Glossary of abbreviations .................................................................................... 77 LSSIP Year 2020 Malta Released Issue Executive Summary National ATM Context Member State of: The main National Stakeholders involved in ATM in Malta are the following: - Ministry for Transport, Infrastructure and Capital Projects (MTIP) - Ministry for Tourism & Consumer Protection (MTCP) - Authority for Transport in Malta - Civil Aviation Directorate (TM-CAD) - Bureau of Air Accident Investigation (BAAI) - Malta Air Traffic Services Ltd (MATS) - Malta International Airport plc (MIA) - Malta International Airport – (METOFFICE) Main airport covered by LSSIP: Malta International Airport (LMML) LSSIP Year 2020 Malta 1 Released Issue Traffic and Capacity Summer Forecast (May to October inclusive) 10.9% -57% & 54.4% 2020 2021-2024 &3.2% Per ACC 0.00 2019-2020 No capacity issues are foreseen for Malta ACC in Summer 2021. LSSIP Year 2020 Malta 2 Released Issue Malta is part of: The BLUE MED FAB Number of national projects: 7 Number of FAB projects: 8 Number of multinational projects: 2 Summary of 2020 developments: Like the rest of Europe, the aviation sector in Malta had to face difficulties during the year 2020 due to the COVID-19 pandemic. The impact of the pandemic has resulted in a slower progress than expected in some of the ongoing objectives. Objective RNP Approach Procedures to instrument RWY (NAV10) was completed in 2020. Delays were however encountered in ITY-AGDL. This was also due to travel restrictions for staff and contractors to complete training and required installations due to the ongoing pandemic situation. The following Objectives are envisaged to continue with progress or be completed during the year 2021: - Migrate from AFTN to AMHS (COM10); - New Pan-European Network Service (NewPENS) (COM12); - Interactive Rolling NOP (FCM05); - Electronic Terrain and Obstacle Data (INF07); - Aircraft Identification (ITY-ACID); - Ensure Quality of Aeronautical Data and Aeronautical Information (ITY-ADQ); - Initial ATC Air-Ground Data Link Services (ITY-AGDL); - Common Flight Message Transfer Protocol (FMTP)- (ITY-FMTP); - RNAV 1 in TMA Operations (NAV03.1); - Implementation of ground-ground automated co-ordination processes (ITY-COTR); LSSIP Year 2020 Malta 3 Released Issue Progress per SESAR Phase The figure below shows the progress made so far in the implementation of the SESAR baseline (Pre-SESAR and SESAR1 non- PCP) and the PCP elements. It shows the average implementation progress for all objectives grouped by SESAR Phases, excluding those for which the State is outside the applicability area as defined on a yearly basis in the European ATM Master Plan (Level 3) 2020, i.e. disregarding the declared “NOT APPLICABLE” LSSIP progress status. The SESAR 1 (non-PCP) progress in the graphics below for this State is based on the following objectives: AOP15, AOP16, AOP17, AOP18 and ATC02.9.
