The NEXT project description and objectives The NEXT project intends to create a collaborative platform to support innovation and technology transfer in the Countries of the Adriatic area. The Project aims at supporting cooperation of research and development and technology transfer organizations of its partaking partners to enhance innovation in order to increase the competitive capacity of goods and services produced by companies within the region. The project thereby contributes to sustainable economic development and growth within the respective region and country. It arises from the considerations on the role of innovation, transnational networks and cooperation as levers of national economic development and, more generally, of the increase in competitive capacity of enterprises through better connections with the innovation circuits. The main focus of the project is the cross-border transfer of research and technology within and between the members of the project. The NEXT project will help to optimize research and development investments of individual companies, institutions as well regions and countries. It will thereby make it possible to share the risk of overinvesting in equipment and research and will enhance the competitiveness of the area through research and technology transfer. Synergies, networks and joint research amongst the partners included in NEXT will maximize “value for money” in research and development as well as create an atmosphere for cross- border communication, connection and visibility of research and development results and opportunities. Another aim of the project is to create a critical mass in skill, resources and participants in specific scientific and technological fields of interest which will benefit the partners now and in future. Cooperation and networking projects such as NEXT can support the adoption of new cultural and operational approaches in the field of research and innovation and consequently the development of new skills and professional opportunities in the regional contexts of the beneficiary Countries, as stated in the projects description. The NEXT project is also significant because of the common history of the partaking partners in the project. In the Balkan Countries and in particular in those of the former Yugoslavia, due 6 Collaborative Platform to Support Research and Technology Transfer – NEXT NEXT OPEN BOOK REPOSITORY FOR THE COUNTY OF ISTRIA 2014 to a number of factors which include for instance: the previous and recent economic crisis by which most of the countries have been hit severely, few investments overall and especially in the scientific sector in recent years and the absence of a defined and coherent institutional framework which characterized the region. There is also a notable lack of an institutional and strong relationship between the scientific and research sector the businesses. Most of the countries have had, and in part still have, difficulty in accessing financial resources, especially for those Countries that cannot yet count on the support provided by the European Union’s Structural Funds. Exiting the science, research, cultural and financial isolation is a priority for those countries. This has been identified and addressed by the NEXT project and the NEXT Open Book will provide a tool to overcome the relative isolation in the field of research, development and innovation. It will create the precise operational models, to identify scientific and technological partners and to build up a framework for the exchange of research, development and innovation information and services, to facilitate the access to existing resources and skills at the international level, and will most likely make use of the means of EU funds provided for such synergistic activities. Through the NEXT Open Book repository, promotion of excellence in the area of research, development, innovation and collaboration the institutional capacity in the sector of research and technology transfer will be increased. Implementation of local development models will also become more oriented towards territorial knowledge management. These challenges and complexity
