The 73nd meeting of Operation & Coordination Committee of MP was held on 13th January 2020 at 11:00 AM at Conference Hall, SLDC, MPPTCL, Nayagaon, Jabalpur. The list of participants is enclosed at Annexure -1.0. Shri K.K.Parbhakar, C.E.(SLDC) & Chairman OCC welcomed all the guests & participants to 73rd OCCM of MP. Chairman OCC stated that in the ongoing rabi season, whenever the demand was in increasing trend there was rain particularly in East & Central regions of MP, resulting a decline in MP demand. The demand of East Discom has decreased significantly due to low agriculture load and it is also suspected that the base load of East Discom has also decreased, as the energy/day is comparatively less by 200-250LU compared to previous year rabi season energy/day. Further he informed the committee that the demand of Central Discom is same as per the previous year demand and the demand of West Discom has increased in comparison to previous year demand. The main concern is the significant decrease in base load demand of East Discom and is required to be examined, accordingly East Discom has been requested to provide the detailed report for same. He also stated that there is no issue from availability side as during the on-going rabi season MPPMCL, MPPGCL, NHDC & SSP has supported by ensuring enough availability of generation. Due to expansion of transmission network of PGCIL the overloading problem of some of the major pockets have been addressed. Representative from West Discom stated that the real time Discom Drawl shown in Scada are not always accurate and required to be corrected. Shri R.A.Sharma, Addl. CE, SLDC & Member Secretary OCCM informed the committee that the real time data regarding demand is for monitoring purpose only and cannot be used for commercial purpose , as it is very difficult to achieve 100% accurate real time data all the time due to technical difficulties . He also stated that for forecasting/day ahead scheduling purpose DPR can be used and revisions in demand can also be done in real time in every 4th time block. Thereafter, Chairman OCC stated that, the RE Generations in some of the regions are also not telemetered which creates a difference in real time demand viz-a-viz actual demand. The the maximum availability of SCADA system is in the range of 95% to 96%, when the most reliable communication media i.e, the Optical Fiber & best quality meters is being used and 100% accuracy & availability of such complicated SCADA system cannot be ensured. He also stated that the Actual Discom Drawl is calculated with Dicom drawl point data i.e., the telemetered data which is checked weekly and verified/crosschecked with the field continuously so as to avoid any discrepancy in Discom Drawl. Thereafter the agenda points were taken up, which are narrated here under: - ITEM NO. 1 : CONFIRMATION OF MINUTES : Minutes of 72nd meeting of Operation & Coordination Committee of MP held on 19th November 2019 at Conference Hall, SLDC, MPPTCL, Nayagaon, Jabalpur were forwarded to the committee members vide No. 07-05/SG-9B-II/30 Jabalpur dated 06.01.2020. No comments have been received. Committee confirms the minutes. Minutes of 73rd OCCM of MP 1 ITEM NO.2: REVIEW OF SYSTEM OPERATION DURING THE MONTHS OCTOBER 2019 TO NOVEMBER 2019. 2.1. Frequency Particulars: The committee was apprised that during OCTOBER 2019 the system frequency was below 49.90 Hz for 3.19% of time against 4.57% of time during NOVEMBER 2019. The system frequency was above 50.05 Hz for 19.77% of time during OCTOBER 2019 against 20.18 % of time during NOVEMBER 2019. The system frequency was within the IEGC range of 49.90-50.05 Hz for 77.05 % of the time during OCTOBER 2019 against 75.25 % of time during NOVEMBER 2019. The average monthly frequency was 50.00 Hz during month of OCTOBER 2019 and 50.01 Hz during month of NOVEMBER 2019. The detailed frequency particulars for the month of OCTOBER 2019 and NOVEMBER 2019 are enclosed at Annexure-2.1.
