Land ownership: Northleigh Park Group Ltd Wigan Council Constraints: Contaminated land and access issues. Flood Zone 3 (3.01ha) and SWF High (3.31ha. SWF Intermediate (4.09ha) Comments: The key strategic site was granted outline planning permission in February 2013 for comprehensive mixed use development including up to 1,800 homes. Council in active partnership with landowner and HCA to speed up delivery. First phase reserved matters for 600 dwellings to be submitted shortly. Site Ref: SHLAA 0002 Old Ref: Wig 159 Site name: South of Hindley Settlement: Hindley Ward: Hindley Site area (ha): 109.02 Developable area (ha): 55-70 ha (estimate) Density assumption: n/a Capacity: 2,000 (estimate) Land ownership: Peel Holdings (26.24ha plus options) Wigan Council (13.98ha) Others/Not registered (25.55ha) Constraints: Former tip. Sites of Biological Importance. Flood Zone 3 (0.52ha) SWF High (1.08ha). SWF Intermediate (3.54ha) River Byelaw (1.38ha) Comments: Majority land owners (Wigan Council and Peel Holdings) working in partnership to submit outline planning application in 2015. Hyder Consulting are currently preparing a Masterplan for the site. Ecological surveys completed, TIA work being undertaken. New junctions required at Liverpool Road and Leigh Road with link in between. Areas at risk of flooding are likely to be incorporated into the open space provision on the site. Developable area based on 50-65 % of the site to be developed for housing in line with Core Strategy Policy SP4. Estimated capacity is based on figures provided by Peel Holdings (major landowner). The phasing takes into account the requirement of the inspector to reduce the delivery of the sites in the central east west core by 1,000 dwellings by 2026, not that of the developer/landowner. The site’s function as a green corridor would need to be maintained and the quality of the open space and play provision enhanced. Links to the adjacent community and education uses on Montrose Avenue could be established. School playing fields are not included in the site boundary.
