Entire sectors had to shut down and have left the EU economy with at least 8% contraction for this year. In response to this, you presented a recovery plan to the European Parliament on May 27th 2020 consisting of a €750 billion recovery instrument together with a revised proposal for the 2021-2027 budget. First of all, we would like to reiterate our support for the idea of a recovery package. While we believe that the negotiations with Member States might be lengthy as the recovery package concerns a very sensitive political matter, we are nevertheless committed that Europe should find a common approach to tackle the economic and social crisis and we believe that a strong European recovery plan is an essential element for our response. However, for us it seems of outmost importance that all funds that we provide Member States with under the €750 bn recovery instrument should be clearly labelled as “European funds”. It is essential that a common European recovery package as a European measure to tackle the economic consequences of the crisis be labelled as such. We therefore encourage you to make sure that all European funds that are spent in the Member States on the recovery, should only be provided under the condition that it is clearly indicated when the Member States put the funds to use, that they are paid out or labelled with an EU flag! We would also like to encourage that Member States provide the European Commission once a year with a report of how they have used the funds they were provided with.
