Rhéaume contiennent des différents documents concernant la défense par la communauté scientifique internationale des droits de l'Homme et des scientifiques opprimés et emprisonnés dans certains pays, en particulier en URSS. Charles Rhéaume est né en 1953 à Arvida, au Québec. Après avoir complété son baccalauréat en histoire, il a pratiqué le journalisme à la fin des années 1970 et durant les années 1980. Dans les années 1990 à Montréal, il a fait son doctorat à l'Université McGill et enseigné l'histoire aux universités de Montréal et Concordia. Sa thèse portant sur la réaction des scientifiques occidentaux face à la lutte du physicien Andreï Sakharov en faveur des droits de l'homme en Union Soviétique, publiée en 2004, a obtenu le Prix Jean Finot de l'Académie des sciences morales et politiques de France en 2005. Après 2000, Charles Rhéaume a été historien au ministère de la Défense nationale du Canada à Ottawa où, dans la foulée de ses travaux sur les grandes questions de la guerre froide, il a participé à l'élaboration d'une histoire des missions canadiennes de maintien de la paix à travers le monde. Il est décédé en 2010.
