Infrastructure Developers Pvt. Ltd., which is renowned global leader in the development of infrastructural engineering projects. M/s MODERN ROAD MAKERS PVT. LTD., granted a Building Stone Quarry Lease by the Department of Mines and Geology under special category, to cater the stony material requirement for the BOT Road Project (Expansion of NH-66; formerly NH-17) undertaken by the company. Quarry Lease granted over an extent of 9-20 Acres in Sy. Nos. 1093/2, 1094, 1095/2, 1098 and 1177 of Bengre-II village, Bhatkal Taluk, Uttara- Kannada District for the term of 3 years lease period in accordance with the BOT road project timeline, which has validity up to May 2018. However, road project has been delayed due to some unforeseen conditions, which attributed the need of extension of lease period. In view of the above, M/s MODERN ROAD MAKERS PVT. LTD., has submitted requisition to the Department of Mines and Geology – Uttara- Kannada, seeking the extension of Quarry Lease period for 3 more years as per the revised project time frame. However, as per the Rule 8A(2) of the Karnataka Minor Mineral Concession (Amendment) Rules 2016 this quarry lease is deemed to be valid for the term of 20 years lease period from the date of execution. A copy of Quarry Lease deed issued by the Department of Mines and Geology – Uttara Kannada enclosed as Annexure-I. During previous operational period, subject Building Stone Quarry Project obtained Environmental Clearance (EC) from the SEIAA, Karnataka prior to the commencement of Quarry Operations. A copy of the EC issued by the SEIAA, Karnataka enclosed as Annexure-II. Building Stone Quarry Project, Bengre-II (V), Bhatkal (T), Uttara Kannada Dt. However, the Department of Mines and Geology – Uttara Kannada, directed the proponent to obtain necessary approvals including EC for the extension of Quarry Lease period. This Building Stone Quarry project falls under Category “B2” or activity 1(a) as per the EIA Notification 2006 (subsequent amendments) and needs to be obtained EC from the District level Environment Impact Assessment Authority (DEIAA), Uttara Kannada District constituted by the GoI. Accordingly, project proponent has submitted the application along with 1) Form- IM, 2) Pre-Feasibility Report, 3) EMP, 4) Quarry Plan approved by the Department of Mines and Geology – Uttara Kannada, 5) Land documents, 6) Grant Notification, 7) Statutory Clearances and 8) Survey of India Toposheet duly marking the notified quarry area to the DEIAA seeking the grant of EC. CHAPTER – 2 INTRODUCTION OF THE PROJECT/ BACKGROUND INFORMATION i) Identification of project and project proponent. Nos. 1093/2, 1094, 1095/2, Kadekodi Village, Dhareshwar, 1098 and 1177 of Bengre-II Uttara Kannada District, Karnataka. village, Bhatkal Taluk, Uttara Kannada Dt. Proposed project is an existing Building Stone Quarry extended over an area of 9-20Acre in survey numbers 1093/2, 1094, 1095/2,1098 and 1177 of Bengre-II Village, Bhatkal Taluk, Uttara Kannada District. Quarry Plan of the Bengre Building Stone Quarry approved by the Department of Mines and Geology for the proposed maximum production capacity of 4,65,000 Tonnes/Annum. ii) Brief description of nature of the project: The proposed operations are aimed to produce Building Stone by adopting semi-mechanized opencast quarrying method with drilling and blasting. Dislodged Building Stone by drilling and blasting, shall further trucked and transported to the crushing unit, which further utilized for the road expansion project under taken by the company. Building Stone is the principle raw material for the infrastructural engineering projects such as Road projects, Railway projects, Building construction, etc. Proposed quarry operations are on small Building Stone Quarry Project, Bengre-II (V), Bhatkal (T), Uttara Kannada Dt. The entire material produced from the quarry shall be utilized for road project only. iii) Need for the project and its importance to the country and or region: Rapid industrialization and infrastructural development of the region created huge demand for the building stone material and its aggregates. Keeping in view of the stony material requirement for the BOT Road Project, M/s MODERN ROAD MAKERS PVT. LTD., acquired this Quarry Lease to cater its project need. Although, the project is in small scale it plays an important role in the development of the region and country as the entire Building Stone and its aggregates produced from the Quarry Lease are intended to utilize solely for the National Highway expansion project. iv) Demand-Supply Gap: Building Stone possess huge demand in the region due to the significant development in the infrastructural sector. However, M/s MODERN ROAD MAKERS PVT. LTD., acquired this Quarry Lease to cater the stony material requirement of road project under taken by the company. No, stony material or its aggregated marketed outside in any form. v) Imports vs. Indigenous production: No imports involved in the proposed project. There will be indigenous inputs in the entire mining activity. vi) Export Possibility: It is planned to produce building Stone solely for the National Highway expansion project and no marketing involved. LTD. vii) Domestic/ export Markets: Only domestic market. viii) Employment Generation (Direct and Indirect) due to the project: Project will facilitate direct & indirect employment opportunities to the neighboring villagers. Persons from the nearby villages shall be employed in the quarry project depending upon the availability of skilled & semi-skilled man-power. In operation phase, this quarry project would require significant workforce of non-technical and technical persons. About 30 people will get direct employment and equal or more number of people will get indirect employment with quarrying related activities such as transportation, machinery maintenance, etc. Building Stone Quarry Project, Bengre-II (V), Bhatkal (T), Uttara Kannada Dt. CHAPTER – 3 PROJECT DESCRIPTION i) Type of project including interlinked and interdependent projects, if any: Proposed project is an existing Building Stone Quarry, planned to produce 4,65,000 Tonnes of Building Stone per annum during 3 years plan period. This Building Stone quarry project has acquired to fulfil the stony material requirement of road project. ii) Location (map showing general location, specific location, and project boundary & project site layout) without coordinates: The subject Building Stone Quarry situated in survey number Sy. Nos. 1093/2, 1094, 1095/2, 1098 and 1177 of Bengre-II village, Bhatkal Taluk, Uttara Kannada District over an area of 9-20 Acre. Location Plan of the proposed project is enclosed as Map-1.
