Having considered the same, report the same with the following resolution: RESOLVED, that it is INEXPEDIENT TO LEGISLATE. Rep. Date: February 6, 2018 Consent Calendar: REGULAR Recommendation: INEXPEDIENT TO LEGISLATE STATEMENT OF INTENT The committee feels that this bill, although well intentioned, should have been filed in a resolution that supports the amendment of the Constitution, asking for an Article V Constitutional Convention. The second part seeks to put in a hearing to discuss the amendments in law which should be in a separate bill for a study commission. This bill is not ready for this session. There is no referral to a law or charter law on this bill. Vote 10-7. Rep. Dividing the bill and amending it were our choices. The first part was a call for an Article V convention to amend the U.S. Constitution for the purposes of: 1. Restricting the money that goes into federal office elections 2. Making the process of redistricting more equitable These two issues could have been adequately contained in a House Resolution rather than a House Bill. We believe this would have been appropriate. The second part, creating a panel of N.H. Representatives and Senators to conduct a public hearing on such a convention, requires a House Bill that would need approval by both Houses and the Governor. This issue should have been voted on separately.
