From the Commissioner of Agriculture, Telangana, Hyderabad Lr.No.Crop.Ins.(2)/175/2017,Dated:12-10-2017. -oOo- O R D E R: The following Notification shall be published in the Telangana State Gazette: N O T I F I C A T I O N The Government of Telangana hereby notify the Crops and Areas (District wise) to implement the “Village as Insurance Unit Scheme” with one predominant crop of each District and other crops under Mandal Insurance Unit scheme under Pradhan Mantri Fasal Bhima Yojana (PMFBY) during Rabi 2017 -18 season vide Annexure I to VIII and Annexure I and II and Statements 1-30 and Proforma A&B of 30 Districts for Village as Insurance Unit Statements 1 to 30 for Mandal Insurance Unit and Appended to this order. 2. Further, settlement of the claims “As per the Pradhan Mantri Fasal Bhima Yojana (PMFBY) Guidelines and administrative approval of Government of India for Kharif 2016 season issued vide letter 13015/03/2016-Credit-II, Dated.23.02.2016 the condition that, the indemnity claims will be settled on the basis of yield data furnished by the State Government based on requisite number of Crop Cutting Experiments (CCEs) under General Crop Estimation Survey (GCES) conducted and not any other basis like Annavari / Paisawari Certificate / Declaration of drought / flood, Gazette Notification etc., by any other Department / Authority. 3. The Commissioner of Agriculture, Hyderabad shall take further action in the matter. The Government of India has continued Pradhan Manthri Fasal Bima Yojana for implementation and Government of Telangana in its SLCCCI meeting held on 28-08-2017 decided to implement the scheme. I. OBJECTIVE OF THE SCHEME Pradhan Manthri Fasal Bima Yojana (PMFBY) aims at supporting sustainable production in agriculture sector by way of - a) providing financial support to farmers suffering crop loss/damage arising out of unforeseen events b) stabilizing the income of farmers to ensure their continuance in farming c) encouraging farmers to adopt innovative and modern agricultural practices d) Ensuring flow of credit to the agriculture sector; which will contribute to food security, crop diversification and enhancing growth and competitiveness of agriculture sector besides protecting farmers from production risks. II. All farmers including share croppers and tenant farmers growing the notified crops in the notified areas are eligible for coverage. However, farmers should have insurable interest for the notified/ insured crops. The non-loanee farmers are required to submit necessary documentary evidence of land records prevailing in the State (Records of Right (RoR), Land possession Certificate (LPC) etc.,) and / or applicable contract / agreement details / other documents notified / permitted by concerned State Government (in case of sharecroppers / tenant farmers). 2. Compulsory Component: All farmers availing Seasonal Agricultural Operations (SAO) loans from Financial Institutions (i.e. loanee farmers) for the notified crop(s) would be covered compulsorily. Voluntary Component: The Scheme would be optional for the non-loanee farmers. The non-loanee farmers are required to submit necessary documentary evidence of land records prevailing in the State (Records of Right (RoR), Land possession Certificate (LPC) etc.) and / or applicable contract / agreement details / other documents notified / permitted by concerned State Government (in case of sharecroppers / tenant farmers). Chillies, Onion less. SUBSIDY ON PREMIUM: • The Actuarial Premium Rate (APR) would be charged under PMFBY by implementing agency (IA). However, farmers would be paying maximum of 1.5%(or APR whichever is less) for food crops. Oilseeds, cereals and millets and 5 %(or Actuarial Premium Rate whichever is less) for Annual Commercial / Annual Horticultural crops. • The difference between actuarial premium rate and the rate of insurance charges payable by farmers shall be treated as Rate of normal premium subsidy, which shall be shared equally by the Centre and State Government. V.SUM INSURED: The sum insured is equivalent to scale of finance, a district wise and crop wise scale of finance for each district and each crop is enclosed .As per Annexure. VI. LEVEL OF INDEMENITY: Level indemnity is fixed at 80% for all the crops and for all the districts. VII.THRESHOLD YIELD TABLES: Threshold yield table would be based on last 7 years yield data based on crop cutting experiments less two calamity years i.e., 2011& 2015 and will be prepared by the Implementing Agency. VIII. SEASONALITY DISCIPLINE AND CUT-OFF DATES The cut-off dates for collection of premium from the farmers, submission of declarations to the Implementing agency, submission of yield data by the concerned Government Department and Payment of claims is shown in the annexure- IX.
