On behalf of Simon Fraser University and the local arrangements committee, we would like to acknowledge the Musqueam, Squamish and Tsleil-Waututh peoples on whose traditional territories we are privileged to live, work, and play. We hope this year’s conference offers an opportunity for you to develop new insights and understandings. As you meet new colleagues and catch up with old ones, be sure to take some time to enjoy all that Vancity has to offer. Consistently ranked as one of the top three most livable cities in the world with its unique blend of urban living and outdoor activities, Vancouver has something for everyone. Although the First Nations people have called Vancouver their home for thousands of years, 1791 marked the first point of European contact with the arrival of the Spanish. The Spanish did not stay long in Vancouver, and the British eventually settled in the area for the fur-trade. Settlement really took off with the discovery of gold in 1858 and lumber mills sustained the small economy. Today, metro Vancouver boasts a population of nearly 2.5 million people, and we are among the most ethnically and linguistically diverse cities in the world. Indeed, more than 45 percent of our residents are foreign born, ranking us behind only Dubai, Brussels, and Toronto, while 52 percent of us speak a first language other than English. As the city that gave birth to the Greenpeace movement, Vancouver now aspires to become the greenest city in the world. As you will see during your visit, it is well on its way! It has ample green spaces and community gardens, a dense network of bike lanes to get around the city, and you are sure to find a car2go around every corner. “Vancouverism” represents the city’s vision to combine deep respect for nature while promoting a dynamic urban lifestyle. We have over 240 parks and beaches operated by the Vancouver Park Board. Stanley Park, located in the West Side, is known worldwide for its 400-hectare rainforest and seawall. The park is just a 30-minute walk from the conference hotel along the seawall, and encapsulates Vancouver’s vision of urban living and respect for nature. In addition, the city has a growing arts and culture scene. Be sure to take a walk through Stanley Park, bike the Seawall, or watch a local play. Vancouver is also a global city. To promote international relationships, Vancouver has partnered with five sister cities: Odessa, Yokohama, Edinburgh, Guangzhou, and Los Angeles. These partnerships focus on sharing information, educational exchange, and economic development. Currently, Vancouver is focusing on strengthening local businesses, as well as investing in high-growth sectors, such as digital media, clean technology, and renewable energy. We hope you enjoy the conference, as well as your time in Vancity. Steven Weldon, Simon Fraser University Janni Aragon, University of Victoria 2017 Local Arrangements Chairs ii WELCOME AND SPECIAL ACKNOWLEDGMENTS SPECIAL ACKNOWLEDGMENTS Welcome to Vancouver! Although most of us attending this year’s meeting of the Western Political Science Association are from outside Canada, the friendly atmosphere of our conference transcends place. It’s a space that embraces a diversity of questions, methodologies, and scholars. For this and many other reasons, the Western is my favorite conference. This year’s conference marks the 70th anniversary of the WPSA and in recognition of this occasion I chose “The Politics of Identity, Intergroup Bias, and Conflict and Cooperation” as the theme. Although WPSA members study a wide range of topics, these ideas are of central importance to many WPSA scholars, the Association’s journals Political Research Quarterly and Politics, Groups, and Identities, and many of its subcommittees. As in previous years, this year’s meeting features pre-conference workshops on feminist theory, Latino/Latina politics, interpretive methods and methodologies, and environmental political theory. We’re also hosting mini-conferences or conferences within a conference on Asian Pacific American Politics and Political Economy of Development. This year’s meeting also features several special events of interest. On Friday, April 15th at 10 am past presidents of the WPSA will participate in a roundtable titled “Now What? The Impact of the Trump Presidency on Higher Education and Political Science” and immediately following at noon will be the Pi Sigma Alpha talk given by Kennedy Stewart. Stewart is a member of the Canadian Parliament and the Opposition Science Critic for the New Democratic Party and will offer his insights on parliamentary reform, the proper role of science in government, and insights on Canadian-US relations in the Trump era. At 3:15 pm on Thursday, the American Political Science Association will host a timely roundtable on engaging the public about race and ethnicity. The conference only happens because of the generous investment of time and energy by many people. I am very grateful for all the work you do, especially given all the many other demands on your time. Thank you! Twenty-eight section chairs evaluated proposals and assembled hundreds of panels and roundtables. In addition, Association members generously staffed our executive council, status committees, prize committees, nominations committee, and additional ad hoc committees. Ensuring things run smoothly, coordinating with local institutions, and providing great suggestions for enjoying Vancouver, I thank our local arrangements chairs Janni Aragon, University of Victoria and Steven Weldon, Simon Fraser University. Several students from Simon Fraser University are also providing us with assistance at the conference venue. Institutional support also provides us with critical resources to make our conference great, and I owe a debt of iii WELCOME AND SPECIAL ACKNOWLEDGMENTS gratitude to Simon Fraser University and their Department of Political Science for their generous financial support to WPSA. Julie Novkov has been an exemplary role model, first as last year’s program chair and now as WPSA President. I’ve also greatly appreciated help from past WPSA presidents and program chairs Shaun Bowler and Gary Segura. Further, I thank WPSA’s executive director Richard Clucas and associate director Elsa Favila. They have provided invaluable, patient guidance and I am deeply grateful for all they have done. The great success of WPSA is due, in no small part, to their hard work and dedication. I hope that everyone has a great conference! Enjoy Vancouver and start planning now to attend next year’s WPSA in San Francisco.
