1 MINUTES FOR DECEMBER 28, 2015 BOARD OF CHEROKEE COUNTY COMMISSIONERS CHEROKEE COUNTY, KANSAS CONVENE Chairman Napier called the regular session of the Cherokee County Board of Commissioners (The Board), to order and led all in attendance in the Pledge of Allegiance at 9:00 AM on Monday, December 28, 2015 in the Commission Room, #109 of the Cherokee County Courthouse located at 110 W Maple St., Columbus, Kansas. Commissioners Charles Napier, Pat Collins, Robert Myers, and County Clerk Rodney Edmondson were present. Members of the press present: Larry Hiatt, Jordan Zabel, and Wendy Garner A motion was made by Commissioner Myers to approve the Minutes of the BOCC Meeting for December 21,2015, as amended. The motion was seconded by Commissioner Collins. The motion carried 3-0. Leonard Vanatta - County Road Supervisor Gene Langerot - County Lot Supervisor They appeared before the Board on routine county road business. They reported on the road closings due to the major flooding impacting Cherokee County. Gene Mense, Matt Mense - Mense, Churchwell & Mense, P.C. They appeared before the Board for the budget hearing for amending the 2015 Cherokee County Budget. Chairman Napier opened the public hearing for amending the 2015 Cherokee County Budget at 10:00 AM. A motion was made by Commissioner Collins to close the public hearing at 10:28 AM. The motion was seconded by Commissioner Myers. The motion carried 3-0. A motion was made by Commissioner Collins to approve the 2015 Cherokee County Amended • Budget as proposed. The motion was seconded by Commissioner Napier. The motion carried 2-1 with Commissioner Myers voting no. Mike Hunley - Cintas Corporation He appeared before the Board regarding the supplies provided to the County by Cintas. He provided a detailed report of the first aid, safety, and other items and their costs that have been sold to the County. Commissioner Myers stated that the first aid kits are not to be refilled. Hunley also provided details on a program called U.S. Communities that would provide the County with a discount on items to be purchased. 2 Commissioner Myers stated that both Representative Mike Houser and State Senator Jacob LaTurner are willing to help in response to the flooding in Cherokee County. Senator Jacob LaTurner joined via telephone in open meeting regarding the flood damaged areas of Cherokee County. He stated that he has spoken with Governor Brownback and the State is ready and willing to help. He stated that they are simply waiting on a written request from Cherokee County asking for help. A motion was made by Commissioner Myers to pass Resolution 15-2015, a Proclamation of a State of Local Disaster Emergency for Cherokee County, Kansas. The motion was seconded by Commissioner Collins. The motion carried 3-0. The Resolution is valid for seven days, unless renewed by the governing body. The Resolution will be sent to the State at the fax number provided by Senator LaTurner. Emergency Management Coordinator Jason Allison joined via telephone in open meeting regarding the flooding in Cherokee County. He stated that the Red Cross has opened a shelter at the Baxter Springs High School. He stated that they will open one in Galena if needed. He stated that a full assessment can't be made until the water begins to recede. Commissioner Myers made a motion to adjourn until the next regular meeting set for Monday, January 4, 2016 at 9:00 AM. The motion was seconded by Commissioner Collins. The motion carried 3-0 at 11:06 AM. WHEREAS, such conditions have created obstructions which endanger health, safety, and welfare of persons and property within the border of Cherokee County, Kansas. Now, therefore, be it resolved by the Board of Commissioners of Cherokee County, Kansas. That the Board of County Commissioners of Cherokee County, Kansas, under and by virtue of the authority vested in it by K.S.A. 1976 Supp. 48-932, does hereby PROCLAIM that a State of Local Disaster Emergency exists. IT IS FURTHER RESOLVED AND PROCLAIMED that the area within the border of Cherokee County, Kansas covered by this proclamation/resolution is the entire area of Cherokee County, Kansas.
