Murphy Summary of Security-Related Issues throughout Indonesia The following selected information was compiled from submissions from IPJ (Indonusa Primatama Jaya), and also Hill & Associates, to whom we are deeply grateful. This report contains information on a broad spectrum of security concerns and incidents which have occurred in Indonesia during the reporting period. Incidents are listed as they happened and dates are added if reported, other- wise the reader is to assume the event took place during the month in question. Readers are ad- vised that while there are security risks that companies and individuals need to be aware of, avoid or address, Indonesia is a country of over 230 million people living on 17,500 islands that stretch over 4,800 kms. The vast majority of foreign companies that operate in Indonesia, and expatriates who reside in or visit the country, do so without incident providing sensible security precautions are taken. ________ OVERVIEW In December the police counter terrorist unit Densus 88 continued to confront and arrest suspect- ed terrorists. Two suspects were arrested in East Java and West Nusa Tenggara. On 31st Decem- ber three raids were conducted in Tanggerang and one raid in Bogor. These were spectacular raids involving a long siege that resulted in the killing of six suspects and the arrest of another two. Material seized included firearms, bomb making materials, and intelligence about operations that were in the planning stage. Early reports on the end of the year raids suggest that in addition to attacking Buddhist temples as revenge for alleged ill treatment of Muslims in Myanmar the terrorists intended to attack the Em- bassy of the United States of America in Jakarta. The intention to attack the US Embassy is of concern as may mark a return to attacks on Western Embassies and hotels frequented by West- erners. Page 1 of 22 OVERSEAS SECURITY ADVISORY COUNCIL JAKARTA COUNTRY COUNCIL AMCHAM SECURITY COMMITTEE, REPORT ON EVENTS IN DECEMBER 2013 Edited by Chris McCann During the month several robberies took place at minimarts, goldsmith shops, private houses and against owners of motor cycles and a common thread in these cases was the use of force, in some cases by stabbing with knives but more common was the use of firearms, either to scare the vic- tims or in some cases to shoot them dead when they resisted the robbers demands. ANALYSIS OF DEMONSTRATION ACTIVITY The number of demonstrations during December was slightly above the monthly average. Most demonstrations focused on labour issues; predominantly outsourcing and employment terms and conditions. The trend is that the labour force is becoming more organized and prepared to conduct large demonstrations on these labour issues. The other trend is that workers are increasingly co- ercing other workers to join demonstrations, and also they are more prepared to use violence at demonstration in order to gain publicity for their cause. Page 2 of 22 OVERSEAS SECURITY ADVISORY COUNCIL JAKARTA COUNTRY COUNCIL AMCHAM SECURITY COMMITTEE, REPORT ON EVENTS IN DECEMBER 2013 Edited by Chris McCann TERRORISM & ORGANISED CRIME INCIDENTS & ISSUES Alleged Bomb Destroyed in U.S Embassy, Central Jakarta On Thursday (December 5) at around 1630hrs a bag allegedly containing a bomb was found near to the U.S Embassy Building on Jalan Medan Merdeka Selatan, Central Jakarta adjacent to the rail tracks. The bomb squad secured the package and conducted a render safe operation detonating the package under controlled conditions. Afterwards, Police examined the bag remains and found that the bag contents were not explosives. TNI Car Shot in Timika, Papua On Sunday (December 8) at around 0800hrs an unidentified person shot a car driven by TNI when crossing the PT Freeport area in Timika, Papua. The car was shot from the right and left side in Freeport operational district. No casualties were reported. Presumed Terrorist Arrested in Lamongan, East Java On Sunday (December 15) the Anti-Terror Densus 88 team arrested a resident who was a sus- pected terrorist. The man was arrested on Jalan Kombespol M Duryat about 200 meters from a police station. The suspect was arrested in relation to firearms possession. Government Official Resident Attacked With Molotov Cocktail in Sleman, Yogyakarta On Monday (December 16) a government official in Gamping, Sleman, Yogyakarta was attacked with a Molotov bomb by an unidentified person. The fire burned curtains and broke the living room window. Terrorist Arrested in Bima, West Nusa Tenggara On Monday (December 16) a Densus 88 Team arrested one terrorist on Jalan Gajah Mada, Kampung Penatoi, Bima, West Nusa Tenggara. The suspect had received 47 million Rupiah as a robbery payoff from another terrorist network. Thrown Molotov Bomb in Majalengka, West Java On Wednesday (December 18) at around 1430hrs Central PMII Inventory Vehicle which was parked in front of the KNPI Office Building Majalengka was attacked with Molotov bombs. The action was allegedly triggered by an internal matter in PMII which has been taken place over five months. Officers immediately evacuated the site. Grenade Discovery in Majalengka, West Java On Wednesday (December 24) at around 1600hrs a worker found a grenade in soil while digging at a depth of one meter at RT 01/07 Block South Telukjambe, Kadipaten Village, Majalengka. The grenade was secured by Brimob from Bandung. Home Made Bomb Discovery in Tangerang On Wednesday (December 25) at around 1600hrs a resident found a bag containing an improvised explosive device (low explosives used) at a food stall in Panongan, Tangerang. Based on police investigations the bag was most likely used by the perpetrators of the BRI branch Panongan robbery, which occurred on Tuesday afternoon (24 December). The Gegana bomb team secured the device. Terrorist Ambush in Ciputat, South Tangerang On Tuesday (December 31) at around 1930hrs a Detachment 88 Team from Mabes Polri arrested two terrorist suspects on Gang Haji Hasan, Ciputat, South Tangerang who were about to go to Jalan Dewantoro. One suspect fought back causing the police to shoot him dead. House Raid on Suspected Terrorist in Rempoa, South Tangerang On Tuesday (December 31) Detachment 88 Team from Mabes Polri raided a rented house on Jalan Delima I Rempoa, South Tangerang. According to the house owner, one terrorist was shot dead in Kampung Sawah, Ciputat, Wednesday (January 1). Inside the house, police found one crowbar, six smoke balls, one plastic bag of white powder, and one box containing explosives neatly arranged. The house was suspected to be a bombs making factory. House Raid of Suspected Terrorist in Bogor, West Java On Tuesday (December 31) Detachment 88 Team from Mabes Polri raided a house in Mega Sentul Residential, Sektor Alamanda, RT 02/RW 08, Pasir Laja Village, Sukaraja, Bogor, West Java. Police secured the perpetrators and a pistol type soft gun, weapon type pens, books on ji- had, and one gallon of chemical powder. CIVIL UNREST & POLITICAL VIOLENCE INCIDENTS & ISSUES Demonstration in Serang, Banten On Tuesday (December 3) at around 0900hrs, over 1,000 people from the Indonesian Labor Union (SPSI) and Indonesian Labor Confederation (SBSI) Banten held demonstrations in the office of the Regent in Serang. The demonstrators demanded the Serang government revise the Minimum Wage (UMK) from Rp 2,342,000 to Rp 2,442,000 per month. Prior to the demonstration the group burned a tire which resulted in heavy traffic in Ciujung Toll Gate, Serang, Banten. Fishermen Burn TNI AL Patrol Ship in Batubara, North Sumatera On Tuesday (December 3) at around 1830hrs hundreds of fishermen burned a patrol ship and ravaged a TNI AL post in Tanjung Tiram, Batubara, North Sumatera. The fishermen were angry because they claimed their fishing waters were infiltrated by a pair of illegal fishing boats and TNI did nothing to protect their waters. The laborers forced entry into the office and conducted acts of vandalism. There was no security present since there was no prior notice of this demonstration. Student Dies in Bogor, West Java On Wednesday (December 4) clash between students occurred in Bogor, West Java. The two groups were students from SMK YZA and SMK Bhakti Taruna. The clash took place at the side of Ciawi Road, East Bogor, Bogor. One student died and the SMK YZA building located on Jalan Raya Tajur-Ciawi, East Bogor, Bogor was attacked by hundreds of residents carrying sharp weap- ons, beams, and stones. Clash in Ambon, One Person Killed On Thursday (December 5) at around 2200hrs a clash between youths occurred at Batu Merah Atas, Sirimau, Ambon. This clash was caused by the beating of two people while crossing a bridge in that area. One resident was stabbed by a sharp weapon. Police disbanded the crowd using tear gas. Hundreds of Brimob and Maluku Police were deployed at the location to prevent another clash. Riot in Makassar, South Sulawesi On Monday (December 9) a demonstration in front of South Sulawesi governor's office ended up as a riot with the police.
