NGC Coin Explorer tells us, "Despite a mintage that should provide for many survivors, the 1904-O quarter is scarce across all grades. There are a fair number of Mint State coins certified, but gems are rare. This is due in part to technical deficiencies that plague this issue, which is often poorly struck." This is definitely an exception to the above, for it has a sharp strike. The coinage of Charles E. Barber has seen much criticism over the years; however, many sophisticated collectors enjoy the oft maligned designs.
