SLT I Action Plan

SLT I Action Plan

SLT I Action Plan SLT I is divided into SLT I Central (covering parts of the Central Ward and the East Ward west of McCarter Highway) and SLT I East (covering the Ironbound section). These are the parts of the city that were settled first and as such have many of the oldest schools, most in educationally obsolete facilities that are in poor condition. The cost to remedy program space deficiencies, which in many cases include restructuring classrooms sized less then 500 square feet, would exceed replacement costs and result in more gross square feet per student than new construction. Figure C.1 Most existing sites are too small to accept additions to provide the needed space, much less provide for recreation and parking. In many cases there EXISTING PROPOSED is no practical way to expand existing sites without major disruption to residential neighborhoods, and no space to relocate students while ENTIRE SLT buildings are under construction/renovation. (20) Buildings (12) Buildings Incl. (4) Annexes No Annexes Based on this analysis, most SLT I school buildings will be replaced as PK-8 schools based on a “house plan” configuration. The plan for SLT I includes eight new replacement schools, the existing East Side High building ELEMENTARY SCHOOLS renovated as a new PK-8 school, and the renovation and/or expansion of two (6) Buildings (0) Buildings existing schools. This plan is still consistent with the approved 2002 update. A Incl. (3) Early Childhood Centers summary of the existing and proposed use of each building is provided in Table C.2. ELEMENTARY / MIDDLE SCHOOLS (13) Buildings (12) Buildings Critical considerations addressed in the plan are as follows: scope of work: • All temporary classroom units (currently 12 classrooms at four (7) new schools on new sites schools) and school annexes (currently 5, 3 of which are in leased (3) new schools on existing sites space) are eliminated. (2) renovation/addition projects • All schools, whether new or renovated, will provide some degree of MIDDLE SCHOOLS separate identity, either “campus plan” or “house plan,” for elementary and middle school facilities. (1) Building (0) Buildings • Inefficient schools in terms of usable space and capacity are eliminated. • Program spaces are provided in accordance with the Newark Table C.1 Facilities Models. NEWARK PUBLIC SCHOOLS 2005 LONG RANGE FACILITIES PLAN ACTION PLAN PAGE C:1 SLT I Project Descriptions The existing Harold Wilson Middle School (1964) is built on a 7.6 area Individual facility considerations that shaped the 2005 Long Range site across from City-owned land that is being developed as the Nat Facilities Plan for the SLT I schools are as follows: Turner Park. The Project Application was approved by DOE for pre- development services. SCC’s preliminary feasibility study established SLT I / CENTRAL that it is more economical to replace the existing building than to renovate it for incorporation in a larger complex. The current plan calls for Burnet/Warren School demolition of the existing building and construction of a new PK-8 “house New Replacement School – PK-8 plan” school which will also included the administrative offices for SLT I. Gross Square Footage – 155,000 Architects were selected and the project is in the early stages of design Proposed Capacity 742 The plan proposes to replace both the Burnet Street (1891) and the Warren Quitman Street School Street (1868) Schools with one new PK-8 “house plan” school for Samuel Berliner at Quitman Street approximately 750 students on a new site in the area located between the New Replacement School – PK-8 existing schools north of Rutgers and NJIT. Gross Square Footage – 200,000 Proposed Capacity 775 The existing Burnet Street and Warren Street Schools are old and educationally obsolete facilities in poor condition. The two schools have The Plan calls for the former Montgomery Street School building (now small enrollments and cannot efficiently serve students in the housing the Academy of Vocational Careers) to be vacated and combined neighborhoods in the northern part of SLT I Central, which is not with the extensively renovated Quitman/Berliner building to form an projected to grow substantially. There are no other schools in the vicinity. elementary/middle school campus for approximately 775 students. Sussex Avenue School & Annex Renovation/Addition – PK-8 Dr. Martin Luther King, Jr. School Gross Square Footage – 125,000 New Replacement School – PK-8 Proposed Capacity 540 Gross Square Footage – 125,000 Proposed Capacity 540 Since the 1999 Plan, Sussex Avenue School has been reassigned from SLT IV West to SLT I Central so the Dr. Martin Luther King and Sussex The existing Dr. Martin Luther King School (1872) building is obsolete, Avenue attendance zones were analyzed together. The original part of in poor condition and needs to be replaced on a new site as a PK-8 “house existing Sussex Avenue building (1892) is obsolete and in poor condition. plan” school. The proposed site has been identified and a Project The project calls for expansion of the existing site, construction of a new Application submitted to DOE for pre-development services addition, and demolition of portions of the existing building and the present Annex across Sussex Avenue which is structurally unsound and Harold A. Wilson School not currently in use. New Replacement School – PK-8 Gross Square Footage – 180,000 The Project Application was approved by DOE and awaits pre- Proposed Capacity 825 development services. 2005 LONG RANGE FACILITIES PLAN NEWARK PUBLIC SCHOOLS ACTION PLAN PAGE C:2 SLT I / EAST Lafayette Street School New Replacement School – PK-8 Ann Street School Gross Square Footage – 160,000 New Replacement School – PK-8 Proposed Capacity 775 Gross Square Footage – 170,000 Proposed Capacity 825 Located in the western Ironbound, Lafayette Street School (1848/1904) will be replaced by a PK-8 “house plan” school for approximately 775 To balance current and projected enrollments in the central Ironbound at students on a nearby new site. After the new construction, the use of the about 800 students per school, the attendance zones for Ann Street and Lafayette Annex (leased) will be discontinued. The Project Application Wilson Avenue will be subdivided between Ann Street, Wilson Avenue, was approved by DOE and awaits pre-development services by SCC. and a new PK-8 school (projected as being housed in the current East Side High School building, once the new high school is constructed). The Oliver/South Campus existing Ann Street playground area is sufficient to accommodate the new building while the existing remains in service. Once the new school is Oliver Street School completed the existing school will be taken down, and the site of the New Replacement School – 3-8 current school converted into recreation space. A modest expansion to the Gross Square Footage – 150,000 site is projected to allow for on-site parking. The feasibility stage has Proposed Capacity 767 been completed, architects selected and the project is currently in the design phase. South Street School New Replacement School – PK-2 New East Side Elementary School Gross Square Footage – 100,000 Conversion of Existing East Side High – PK-8 Proposed Capacity 454 Gross Square Footage – 160,000 Proposed Capacity 775 Both the existing Oliver Street (1869/1915) and South Street (1883) Schools are educationally obsolete, in poor condition, and on very small Enrollment pressures in the central portion of the Ironbound require the sites not suitable for expansion. Both schools are to be replaced on new attendance zones for Ann Street and Wilson Avenue to be subdivided sites. Because of limited site options in the area, rather than two separate three ways and a new PK-8 school created. Since the existing East Side PK-8 schools, it was decided to consolidate them on two sites near each High School is to be replaced (see SLT II), the plan calls for a new PK-8 other, with the South Street replacement as a PK-2 school on the smaller school to be created by demolishing some and renovating the remainder of site and the Oliver Street replacement serving grades 3-8 on the larger the existing East Side High building. The Project Application has been site. Both sites are well along in site acquisition, architects selected, and submitted and approved by NJDOE. the projects are nearing completion of the design phase. The existing schools will serve as swing space for temporary enrollment use until all Hawkins Street School Ironbound elementary schools are completed. New Replacement School – PK-8 Gross Square Footage – 175,000 Proposed Capacity 857 The Hawkins Street School (1887) serves the most easterly residents of the Ironbound, is educationally obsolete and in poor condition. The replacement school for about 850 students is to be on a new site near the existing. Architects were selected and the proposed new site is in the investigation and feasibility stage. NEWARK PUBLIC SCHOOLS 2005 LONG RANGE FACILITIES PLAN ACTION PLAN PAGE C:3 Wilson Avenue School New Replacement School – PK-8 Gross Square Footage – 160,000 Proposed Capacity 775 The existing Wilson Avenue School (1881/1925) building, and its Early Childhood Center annex in the former Alyea Street School (1900) building serve a portion of the central Ironbound. Both buildings are educationally obsolete and in poor condition. The replacement school for about 800 PK-8 students is to be built on a new site within the existing Wilson Avenue attendance zone.
