MCGRUE FINANCE DIRECTOR DEPUTY DIRECTOR November 23, 2016 To the Mayor City Council Members Citizens of the City of Birmingham The City of Birmingham's Comprehensive Annual Financial Report ("CAFR") for fiscal year 2016, is hereby submitted. This report represents the official comprehensive publication of the City's financial position at June 30, 2016. Responsibility for the accuracy, completeness, and fairness of the data, including all disclosures, rests with management of the City of Birmingham. The basis of reliance for the financial statements is a comprehensive framework of internal control. Because the cost of internal control should not exceed anticipated benefits, the objective is to provide reasonable, rather than absolute, assurance that the statements are free of any material misstatements. In compliance with the City's Mayor-Council Act, the submitted financial statements were subjected to an independent audit. Banks, Finley, White & Co. has issued an unqualified opinion on the City of Birmingham's financial statements for the year ended June 30, 2016. Their report is located at the front of the financial section of the CAFR. Additionally, the City of Birmingham is responsible, as a recipient of federal and state assistance, for maintaining
