
Status of Lifelines 1. Power Region I - Ilocos Sur and Ilocos Norte - 100% restored (energized); Power interruption is still being experienced in three municipalities of La Union: Aringay, Bauang and Caba; and in 14 municipalities in Pangasinan (Basista, Bayambang, Dagupan City, Alcala, Bautista, Villasis, Balungao, Natividad, Rosales, San Nicolas, San Quintin, Santa Maria, Tayug and Umingan) Region II – Coverage areas of CAGELCO I were partially restored. 2. Telecommunications NCR- Pasig City: PLDT underground cable was damaged to be fixed on October 26, 2009 Region II – Communication lines (PLDT, Digitel) were partially restored. 3. Water Facilities Region I – INWAD Service is slightly brownish with presence of brown particles in 26 barangays of Bacarra, Ilocos Norte Flooded Areas/Other Incidents • Received report from the municipal mayor of Umingan, Pangasinan (Region I) on the formation of artificial dam at the top of the Caraballo Mountain ridge as the huge volume of impounded water might cause possible flooding and mudflow to Brgy Maseil-seil, Caurdenataan and Don Montano. The artificial dam was reportedly formed due to landslide incidents which impeded the normal river flow. Aerial reconnaissance and ground assessment was initially conducted by the PA and PN. Hundreds of residents in the threatened area had been evacuated by PA, LGU and PHERT. The remaining residents have been alerted for possible evacuation. • While floodwaters had subsided in most areas in Region III, there are still areas which are under 1 to 9 ft: in Pampanga – Candaba (1-8 ft), San Luis (1-5 ft), Macabebe (1-2 ft), Apalit (1-3 ft ), San Simon (1-6 ft), Masantol (1-5 ft), Minalin (1- 2 ft), Arayat (6-7 ft), Bacolor (4 ft); in Tarlac – Paniqui (2-3 ft), Ramos (1-2 ft), Anao (1-2 ft), Moncada (2 ft), San Manuel 92 ft), La Paz (3-4 ft); in Bulacan – Calumpit (1-9 ft), Hagonoy (2-6 ft), Pulilan (1-3 ft) • Received report from Pasig City, barangays still flooded namely: Pinagbuhatan, Maybunga, Palatiw, San Miguel, Bambang, Kalawaan and Maloano. II. HUMANITARIAN UPDATES • Cost of Assistance is PhP95,498,501.74: NDCC (PhP17,063,750.00); DSWD (PhP18,820,110.83); DOH (PhP5,383,889.80); LGUs (PhP43,001,985.18); NGOs/Other GOs (PhP11,228,765.93) – Tab E • NDCC Rice assistance - 18,700 sacks of rice were already distributed to the LGUs in Regions I, II, III, IV-A, IV-B, V, VI and CAR 2 PGMA’s Directives during the October 13, 2009 Meeting in Dagupan City, Pangasinan: • AFP should have a global inventory of rescue assets to include civilian assets and NDCC to be the clearing house for donated or lent equipment • DND through the AFP to assign fighting forces from Mindanao to assist in the retrieval and reconstruction operations in areas affected by landslides • Service vehicles from each agency and AFP should be made available for relief operations with AFP to organize the logistics needs • DENR to identify government idle lands in the affected provinces • All data from DSWD on relief operations should be mapped for tracking purposes • DPWH to clear the road to Burgos, La Union and AFP to focus retrieval operations in Benguet • DOH should have an inventory of medical equipment and identify the areas which need medical assistance • PNP should be utilized in guarding the homes of communities affected by typhoon to avoid looters and prevent families from going back home in hazardous areas • Unfinished construction of dike in Laguna should pushed thru • The AFP should invite Mel Fernadez in the conduct of SAR Capacity Build-Up-training of LDCCs on DRR • Under the Balik Probinsya Program, the LGUs should coordinate with DSWD in bringing typhoon victims to the terminals • PGMA has signed an EO creating a special private-public commission to seek aid for reconstruction funding. The secretariat will be NEDA and OCD and to be chaired by Manny Pangilinan with DOF and leader of churches as Co-Chairmen. Members are department heads, NDCC cabinet level members and representatives of Filipino and International NGOs • Key tasks of the commission include: 1) rehabilitation of infrastructure; 2) raise funds specially grants; 3) prioritize programs for implementation; 4) clearing house; and 5) request UN and WB for international pledge • The Philippines should request for more grants than loans, thus we involve public and private partnerships • The DSWD should use CARAVAN in Northern Luzon • RDCCs should continue forced evacuation in flooded areas • The HUDCC was tasked to get information on available government lands in Baguio City and make an inventory of these areas • DSWD can provide Bicol Care-like program with funding from NHA Food and NFIs • DSWD provided PhP17.58 Million worth of relief augmentation support/assistance consisting of food (rice , canned goods, biscuits) and non food items (mats blankets and clothing); released PhP13.5 M additional stand by funds to DSWD FOs, NCR, Regions I, II, III, IVA, IVB and V for the purchase of emergency supplies for the relief aid requirement of affected families; process release of additional standby funds to DSWD FO I, II, V and CAR at PhP1 M each and NCR, III and IV-A at P3M each; transported PhP5.46 Million worth of emergency relief commodities on Oct 12, 2009 from DSWD- NROC to the typhoon-affected areas; and prepositioned emergency relief supplies at Villamor Air Base, Pasay City for Ilocos Region (still awaiting for availability of aircraft) consisting of the following items: 1,000 each of family food packs (PhP120,000.00); clothing packs (PhP100,000.00); blankets (PhP90,000.00); plastic mats 3 (PhP210,000.00); 5 gallon jugs with potable water (PhP148,000.00 and towels (PhP75,000.00 worth PhP744,000.00 • PNRC sent 2,954 emergency food packs to Pangasinan and 1,609 to La Union; sent 5,000 food parcels to Pangasinan; served 12,905 families/65,525 individuals in Zambales, Tarlac, Pampanga, Nueva Ecija, La Union, Ilocos Sur, Cagayan, Bulacan and Benguet and immediate release of initial relief fund worth PhP1.5 million to Benguet, Baguio City, La union, Nueva Ecija , Cagayan, Ilocos Sur and Kalinga Health and WASH Response • DOH CO provided assorted drugs and medicines to CHDs I, II, III and IV-B and 3 sets of HEMS kit worth PhP2,143,579.72 as of October 13, 2009 and the teams deployed to CHD III and CAR were 4 medical teams, 1 surveillance team and 2 WASH teams with 4 MDs 9 RN, 3 Engineers and 2 Aides • Summary of logistics provided by CHD’s from their line budget amounted to PhP5,383,889.80 • CHD I mobilized provincial teams for rapid health assessment in evacuation centers and status of evacuees and validation of casualty cases (dead, injured and missing • Coordinated with local health officers in identifying high risk groups among evacuees and recommend appropriate isolation of said cases • Surveillance of diseases with outbreak potential in the evacuation centers like diarrhea and influenza • Collection of rectal swab among those with diarrhea and throat swab among those with influenza like illness • CHD I provided additional medicines and other medical supplies to PDCCs and CDCCs and medicines and vitamins to member responders of RDCC1 • CHD III conducted rapid assessment survey, medical consultations, disease surveillance and outbreak investigation and psychosocial processing; and continuously conducting assessment and provision of medical/public health/nutrition and IEC materials • CHD-CAR conducted rapid assessment, psychosocial debriefing for survivors and responders to commence this week in coordination with BGH and MC; augmented drugs and medicines to affected areas, medical mission at mansion house, IEC on proper sanitation through health advisory • CAR–DOH hospitals BGH&MC, LHMRH, and PNLGHTC are providing response, medicines, assistance and care for injured victims. The Luis Hora Memorial Regional Hospital will act as the big brother for Atok District Hospital and Abacan Emergency Hospital as road access to these areas that were cut off WASH • PNRC set up 2 water bladders with tap stands in Dagupan (10,000 liters capacity) and in Rosales (5,000 liters) capacity Education • 1,118 schools were damaged in CAR, I, II, III and V: 942 Elementary Schools and 176 High Schools amounting to PhP436.614 Million • 155 schools were used as evacuation centers: 20 in CAR, 74 in Region I, 19 in Region II and 42 in Region III which housed 9,186 family evacuees Early Recovery 4 • Philhealth agreed to provide 3 months advance reimbursement to all hospitals affected by the typhoon based on PGMAs directive • HUDCC conducted an inventory of relocation sites and noted that there was no much need for relocation of people in Pangasinan and La Union, HUDCC reported that there are 223 houses in Tuba, Benguet that can be used for housing project, DAR has available lands for resettlement • PAGIBIG allocated PhP3 Billion for Calamity loan and housing repair loan Livelihood Project • DOLE is undertaking project proposal evaluation for emergency employment of displaced workers and for more permanent long-term livelihood projects Logistics SAR and Evacuation • PNRC deployed 15 rubber boats and 1 aluminum boat (3 SBMA/RC, 8 RC, 3 RC and PCG team, 2 Angie to the following areas: 14 RB in Pangasinan and 1 in Nueva Ecija, 1 Aluminum boat in Tarlac; dispatched two 92) 6x6 trucks owned by PNRC and SBMA Rescue Van and rescued more than 1,000 persons • PCG deployed 20 PCG Rescue teams as follows: fourteen (14) teams rescued 2,793 persons from the Victory Liner and Philippine Rabbit Liner Buses, SM Rosales and other stranded vehicles in Carmen Rosales, Pangasinan; 63 families and 75 persons in Dagupan City; 1,300 persons and 30 families in San Manuel, Pangasinan; 54 families in Lasam, Cagayan; 147 families in Santa, Ilocos Sur; 20 families in San Fernando, La Union.
