MINUTES OF THE FLOOR MEETING OF THE ASSEMBLY COMMITTEE ON WAYS AND MEANS Eightieth Session May 9, 2019 The Committee on Ways and Means was called to order by Chair Maggie Carlton at 12:16 p.m. on Thursday, May 9, 2019, behind the bar of the Assembly. COMMITTEE MEMBERS PRESENT: Assemblywoman Maggie Carlton, Chair Assemblywoman Teresa Benitez-Thompson, Vice Chair Assemblyman Jason Frierson Assemblywoman Sandra Jauregui Assemblyman Al Kramer Assemblywoman Daniele Monroe-Moreno Assemblywoman Dina Neal Assemblywoman Ellen B. Spiegel Assemblywoman Heidi Swank Assemblywoman Robin L. Titus Assemblyman Jim Wheeler COMMITTEE MEMBERS EXCUSED: Assemblyman John Hambrick STAFF MEMBERS PRESENT: Cindy Jones, Assembly Fiscal Analyst Anne Bowen, Committee Secretary Carmen M. Neveau, Committee Secretary Chair Carlton explained that the Committee had four Bill Draft Requests (BDRs) that needed approval for Committee introduction. Cindy Jones, Assembly Fiscal Analyst, Fiscal Analysis Division, Legislative Counsel Bureau, briefly explained the four BDRs to the members and said BDR 32-1197, BDR 41-1207, and BDR 43-1209 were budget implementation bills. BDR 32-1197 – Revises provisions governing periodic background investigations of state employees who have access to confidential information. (Later introduced as Assembly Bill 530.) Minutes ID: 1202 *CM1202* Assembly Committee on Ways and Means May 9, 2019 Page 2 BDR 41-1207 – Revises provisions governing the Nevada Athletic Commission. (Later introduced as Assembly Bill 529.) BDR 43-1209 – Revises provisions governing the penalty for a lapse of motor vehicle insurance. (Later introduced as Assembly Bill 531.) BDR 43-1211 – Revises provisions governing sales of motor vehicles. (Later introduced as Assembly Bill 532.) ASSEMBLYMAN FRIERSON MOVED FOR COMMITTEE INTRODUCTION OF BILL DRAFT REQUESTS BDR 32-1197, BDR 41-1207, BDR 43-1209, AND BDR 43-1211. ASSEMBLYMAN WHEELER SECONDED THE MOTION. THE MOTION PASSED.
