Statement of Qualifications for Design and Permitting Services East Montpelier Village Safety Improvement Project April 21, 2014 Lamoureux & Dickinson 14 Morse Drive Essex, VT 05452 (802) 878 4450 www.LDengineering.com East Montpelier Village Safety Improvement Project Statement of Qualifications Understanding of the Project The Town of East Montpelier has been awarded funding through the Vermont Agency of Transportation (VTrans), Local Transportation Facilities (LTF) Program to continue their planning and design efforts to complete a multi-use corridor through East Montpelier Village. Based on that award, the Town has issued a Request for Qualifications (RFQ) for design engineering services. The successful consultant must have a strong background in designing, engineering and permitting of transportation/multi-use paths within the LTF process. The VTrans funding comes with the requirement that the project be designed in compliance with the current edition of the LTF Guidebook and with the 2011 VTrans Standard Specifications for Construction. In addition, the project must comply with the VTrans CADD Manual / Microstation format, the Consultant Contract Provisions dated October, 1998, the VTrans Local Transportation Facilities Guidebook and its associated Project Development Process, the VTrans Construction Manual, the VTrans Route Survey Manual, the VTrans Approved Products List, the VTrans Supplemental Specifications, and the VTrans General Special Provisions for all Projects. The purpose of this project is to create pedestrian and bicycle facilities along the portion of Route 2/Route 14 in East Montpelier from where Route 14 approaches from Barre to where it departs toward Hardwick. The project is envisioned to install granite curbs and a sidewalk along the westerly side of the project corridor from the west end of a proposed new crosswalk opposite the incoming leg of Route 14, north to the end of the existing sidewalk which was constructed when the intersection of the departing leg of Route 14 and Route 2 was constructed. This portion would include a new crosswalk across Quaker Road. Knowledge of the Project Area This project falls on the primary east/west route between the northwestern corner of Vermont and northern New Hampshire and Maine. During his college years, Doug lived in St. Johnsbury and attended the University of Vermont. He travelled this corridor many times on his travels back and forth to school. He now has a close friend who used to live in Hinesburg, but has since moved to Barnet to a house on Harvey’s Lake, creating many ongoing opportunities to continue travelling the route. Recent travels through the project area reveal the following. The recently completed project for the northern Route 2/14 intersection has created a nice park-like setting near the East Village Meeting house with concrete sidewalks around it. This area will likely be a destination for users of this project and will be well served by the proposed crosswalk over Quaker Road. The curbed island just southwest of Quaker Road lends itself to widening away from the road with the new sidewalk being in the middle of it. The new pedestrian sign across from the Post Office is already helping to warn motorists that the area is frequented by pedestrian traffic and crossings. The placement of the pedestrian pushbutton on the easterly side of the new northern Route 2/14 intersection may require that it be relocated for this project as it appears to be right at the corner of the sidewalk, thereby not allowing for the extension of that sidewalk south towards Jockey Hollow Auto Repair. There appear to be approximately 19 separate properties along the route, most of which will be impacted in some manner. The majority of the project is fairly flat, although at each end Route 2 drops gradually. We will work with the Town and VTrans to determine how the drainage should work through this area, especially with the introduction of the new curbing. We will also work closely with Green Mountain Power to determine the best alternatives for pole and guy wire relocations that may be required. While there do not appear to be any poles along the west side of the project, the poles along the east side are quite close to the pavement, and some may need to be relocated to accommodate new sidewalk at the north end as well as the increased pavement width for the bike lanes. Availability of Technical Disciplines. L&D has the following professionals ready to begin work on this project immediately upon award of the contract by the Town, and acceptance of that contract by VTrans; Doug Henson is a licensed Land Surveyor with over twenty five years of route surveying and land record research work. Doug will be responsible for oversight of the survey and right-of-way 2 East Montpelier Village Safety Improvement Project Statement of Qualifications work and assist with the design plans and permitting. Doug is very familiar with the design and permitting process for projects of this type through his previous projects involving the preparation of construction plans, obtaining permits, right-of-way plans, cost estimates and bid documents. Doug has been L&D’s team leader on bike paths and/or sidewalks in Colchester, Essex, Williston, Burlington, Newport, Milton, Morristown, Poultney and Dover, as well as Plattsburgh, New York. Doug has also developed an in-depth understanding of the LTF process by serving as the Municipal Project Manager for a roadway/sidewalk project and a streetscape project in Colchester, a roadway project in South Burlington and a bike ferry project in South Hero. Roger Dickinson is a licensed Professional Engineer and Professional Traffic Operations Engineer with over thirty years of designing and permitting transportation and infrastructure projects throughout the State of Vermont. His experience in dealing with VTrans at all levels, and on many similar projects will enable him to supply valuable input into the project development, including the preparation of construction documents and plans. In addition to providing general oversight of the project, Roger will also administer L&D’s quality assurance plan. John “Kail” Romanoff is a survey technician with experience performing route surveys for the last several transportation projects we have developed. A former employee of the VTrans Right-of-Way Section, Kail will be responsible for the collection of the required survey data, utilizing our survey and mapping grade GPS survey instruments, as well as our robotic total station. Andy Rowe is a licensed Professional Engineer and Certified Professional in Erosion and Sediment Control with over twenty years in the design and permitting of all types of projects, including residential subdivisions, commercial site plans and transportation projects. Andy will work with Doug to assist in the preparation of any storm water treatment designs needed by this project, and has over 10 years of experience preparing project plans with the Microstation CADD program using the VTrans templates and level conventions.. Bill Horton is an engineering technician who will work with the team preparing the project plans. Bill has been the technician responsible for the preparation of project plans on six of our recent projects. In addition, Bill has assisted with the development of quantity sheets, construction cost estimates and the preparation of construction documents. Brian Tremback is a certified soil scientist and wetland specialist who will work with the team to confirm the delineation of the wetlands along the western edges of the project mentioned in the August 15, 2012 Scoping Study, as well as the project permitting and preparation of the CE. Brian has been working with the State of Vermont wetlands 3 East Montpelier Village Safety Improvement Project Statement of Qualifications office and the local branch of the US Army Corps of Engineers for over twenty years, and has an excellent reputation with both of those offices. Hartgen Archeological Associates has been performing cultural resource studies throughout New England and New York for the past 37 years, with over 5,300 projects completed. Tom Jamison, Ph.D., RPA as the manager of the firm’s Putney, Vermont branch, will serve as the lead archeological investigator for this project. Tom has worked with Doug and the rest of the L&D team on a number of projects, most recently on the East Poultney Village Sidewalk and Hinesburg Village North Sidewalk Projects, which are currently under design. Tom is a 36 CFR Part 61 Qualified Archeologist. Walter Wheeler, will lead the Historical investigations. Walter has worked with Doug and the rest of the L&D team on a number of projects, most recently on the East Poultney Village Sidewalk and Hinesburg Village North Sidewalk Projects, which are currently under design. Walter is a 36 CFR Part 61 Qualified Architectural Historian. Broadreach Planning and Design is a small planning firm based in Charlotte, VT. BRPDs efforts will be led by Jim Donovan, FASLA, AICP. L&D has teamed successfully with BRPD on several planning studies, with BRPD taking the lead on the municipal and public input portions of the projects and working with L&D to put those ideas on paper and to develop the cost of implementing those ideas. Jim will lead the public outreach portions of the project. As a licensed Landscape Architect, Jim will also provide valuable input in property owner negotiations as to which types of plantings, if any, would be appropriate for screening of dwellings and for traffic calming measures. Qualifications / Experience of Proposed Staff. Our team has worked on VTrans LTF projects since the inception of the program, including the first projects developed using the LTF process.
