REGULATIONS OF THE THIRD WORLD NOMAD GAMES CHOLPON-ATA KYRGYZ REPUBLIC SEPTEMBER 2-8, 2018 I. PURPOSES AND OBJECTIVES The World Nomad Games (hereinafter referred to as WNG) having specific traditions and ethno-cultural heritage of ethnoses and nations of the world have the following purposes and objectives: 1. Development the world ethno sports movement; 2. Popularizing and developing types of ethno sports, traditional games and competitions of ethnoses and nations of the world to the international arena; 3. Preserving the historical cultural heritage and diversity of ethnoses and nations of the world in the era of globalization; 4. Contributing to the scientific and organizational-methodical basis of ethno movement, types of ethno sports, traditional games and competitions of ethnoses and nations of the world; 5. Strengthening and further development the interreligious and intercultural dialogue, mutual understanding, friendship, consent and cooperation between ethnoses and nations of the world, and demonstration of their cultural diversity. II. DATE AND VENUE The World Nomad Games are held once every two years. Date: September 2-8, 2018. Location: Cholpon-Ata, Issyk-Kul region, Kyrgyz Republic. Arrival day of sport delegations: August 31 to September 1, 2018. Registration of sport delegations: August 31 to September 1, 2018. Opening ceremony: September 2, 2018. Closing ceremony: September 8, 2018. Day of departure of sport delegations: September 9, 2018, by 12.00. III. TERMS OF PARTICIPATION AND ADMISSION Countries, which provided on-time submission of the applications, can take part in the third WNG (application terms are in section IX). Countries with federal state structure are permitted to represent a team from each federated state1. Terms of non-official team points count are in section XI. The composition of delegations must fit to the table in Annex 2. The third WNG will include the following world championships: - the World Toguz Korgool Championship; - the World Alysh Championship. Each participating country irrespective of the state structure can represent only one national team for participation in the above mentioned world championships. Recruitment of national teams of the participating countries must be realized by local sport federations and associations on types of sports, and must be approved by competent authority in the sphere of physical education and sports. Authorized representatives of the participating countries must agree the list of national team with competent authority in the sphere of physical education and sports, and fill in electronic application on the official site of the third WNG www.worldnomadgames.com. Participants over 18 years old will be allowed to take part in competitions, except intellectual types of sports and horse racing. Participants must be dressed in unified national clothes of their country parade at the opening ceremony and unified sports clothes for participation in sport events. 1 This condition does not spread for participants of World Championships held in the third WNG. - 2 - Participants of horse racing and Salbuurun should have a medical certificate and a veterinarian certificate to prove admission of animals (horses, dogs, hunting birds, etc.) for participation in competitions with obligatory indication of all the received vaccinations as well as certificate of insurance. The Organizing committee is not responsible for the consequences and possible injuries during training and competitions (death of horses, accidents, traumas and injuries sustained by sportsmen). The host country will take all security measures to assure safety at the places of participants’ accommodation and places where competitions are held. Veterinary and customs procedures related to the transportation and import of animals are carried out under the law of the host country. IV. TERMS AND MANAGEMENT General management of the preparation and conducting of the third WNG is carried out by the Organizing Committee formed by the host country. Direct management of preparation and conducting of the third WNG concerning sports events are executed by the State Agency for Youth Affairs, Physical Culture and Sports under the Government of the Kyrgyz Republic (hereinafter referred to as the State Agency). The sports competitions included into the program of the third WNG will be conducted in accordance with the rules specified in Annex 1 and are available at official website of the third WNG. V. FINANCIAL TERMS The State Agency covers the following expenses: - organizing the third WNG (for sports events); - preparation and serving competitions’ places including sports facilities; - food for horses brought by the sport delegations of the participation countries; - providing transportation for the delegations (Bishkek city, “Manas” International Airport, posts through state border of Kyrgyz Republic) and all transfers during the competitions (to the competitions’ places and to the places of accommodation and back); - providing meals and accommodation for the sport delegations of the participation countries during the third WNG by Attachment 2 according to present regulation. The members of sport delegations above the specified quantity shall cover the accommodation and food costs at their own expense. The cost of accommodation in Cholpon-Ata hotels you can introduce on the official site of the third WNG. The participation countries are responsible for the following: - travel expenses of sport delegations: transportation costs of participants and animals, food and subsistence allowances for the members of sport delegations, food for animals during travel etc. - insurance for the delegation members; - providing national uniform of the sport delegations for participation in the opening ceremony parade of the third WNG, sports uniform for competitions of the third WNG, flags of the participation countries, national anthems, which recorded on the electronic media and the necessary sports equipment; - conducting of exhibition performances in national kinds of sports, folk games, amusements and traditions which are not part of the competition program of the third WNG. - 3 - If the foreign teams participating in horse kinds of sports, for whatever reason, cannot bring their own horses, should notify the State Agency by applying a corresponding application from the competent sports authority till 1 August 2018. Teams meeting the above condition will be provided with appropriate animals by the host country. The host country will take necessary measures for the selection of appropriate animals by the foreign teams. VI. REFEREEING (JUDGING) The third WNG sports competitions shall held according to the present rules approved by the international and national sports federations. Judging in the third WNG competitions will perform by Council of Referees (referees of International and national level by kinds of sports) approved and invited by the third WNG Organizing Committee. The payment for work of the invited referees by kinds of sports will be paid by the Organizing Committee in accordance with the referee payment rules approved by International Federations. Protests. In case of any disputes, the representative of a team can submit a protest in written form to the relevant referees for taking a lawful decision with obligatory use of video or photo materials not later than 1 hour after a dispute has arisen and also from protest part should pay 500 US dollars to Council of Referees in cash. In case the parties are not satisfied with the decision made by the relevant referees, the protest are submitted to the Council the cash Deposit will be returned the protesting side, otherwise, remains in the referee. Council of Referees carries out Collecting and distribution of the money received from protesters by sports. VII. DEMONSTRATIVE GAMES Every participation country can present own national kinds of sports, folk games, traditions such as performances, which are not part of the third WNG competition program. In according with the applied applications to the Organizing Committee will prepare the program of folk demonstrated games, provide special ground for their performance and provide their coverage in mass media. Providing transportation: meeting delegations at arrival places (Bishkek city, “Manas” International Airport, posts through state border of Kyrgyz Republic) and all transfers during the competitions (to the competitions’ places and to the places of accommodation and back) during exhibition performance is responsible the Organizing Committee - the State Agency Transportation, accommodation and meals of the participants of exhibition events, transportation of the necessary equipment and symbols shall be covered by team commanding organizations. If the animals (horses, hunting birds, camels, yaks etc.) participate in demonstrated games, they should have necessary documents (medical certificate and animal’s passport with veterinarian admission of for participation in competitions for free import and export of animals according to all veterinary and customs procedures of the Kyrgyz Republic - 4 - III. THE BOOK OF GREAT WINNERS The newness of the third WNG will held the Great Nomad Wrestling and the Great winner’s book of World Nomad Games. The absolute champion (winner) will be defining in the Great Nomad Wrestling without identified the second and third place etc. place according to the principle of “The great winner is the one, other are equal!” The Great Nomad Wrestling competition will organized in the ethnic
