Out of consideration for other guests, please limit seat reservations to one seat per person already present. - 4 - Commencement Address PATRICK ROSE Saturday, December 16, 2006 9:30 a.m. State Representative Patrick Rose is serving his second term as a member of the Texas House of Representatives and is the Vice-Chair of the House Committee on Civil Practices. He also serves as a member of the Higher Education Committee and the Calendars Committee. He represents House District 45 which covers Blanco, Caldwell, and Hays Counties. During the 79th Legislature, Representative Rose passed 20 bills that address many of our local priorities. He was successful in passing legislation to lower medical malpractice insurance for doctors, to lower tax penalties for seniors, to create a new student regent position for all Texas colleges and universities, and to fund new district courts for Hays and Blanco counties. As a member of the Higher Education Committee, he works closely with Texas State University-San Marcos on issues such as college affordability and creating merit- based scholarships. His efforts on behalf of his constituents during his freshman session were recognized in the July 2003 issue of Texas Monthly, where he was featured as the "Rookie of the Year” among the Best & Worst Legislators. Representative Rose has been honored with the 2003 and 2005 Civil Justice Leadership Award, presented by Texans for Lawsuit Reform, the Texas Medical Association’s Texas Medicine’s Best,
