Reporting Period: 13 – 26 February 15 Submission Date: 26 Feb 15 Northeast Region: Badakhshan Province: Location: Tangshew village, Maimai district, Badakhshan Incident Type: Avalanche Date of Incident: 26 Feb As per initial information obtained from FOCUS, 8 houses are destroyed and 18 people are missing and 134 individuals have been evacuated to neighboring communities from the avalanche site. As per FOCUS there is no road connection to the village even during summer time and no means of functional communication system exists, there is ongoing snowfall and all the transport means to the village are closed. At the moment, air support is also not possible due to bad weather condition and continuous snowfall. The provincial government is monitoring the situation and will provide air support as soon as the situation gets better. IOM is closely coordinating with ANDMA and FOCUS and will conduct assessment once air support is provided by provincial government. Location: Daray Khalafzar village, Yamgan district, Badakhshan Incident Type: Avalanche Date of Incident: 14 Feb As per the initial information obtained from district authorities, a group of 20 people were rescuing their livestock that were trapped by an avalanche, a second sudden avalanche occurred. Four persons sustained injuries while 6 people went missing. So far only one dead body has been recovered and search for the rest is still ongoing. Those sustained injuries were taken to nearby clinic; no damages to the houses are reported. WFP and ANDMA have delivered food items to the locals searching for dead bodies. Location: Khash village, Yamgan district, Badakhshan Incident Type: Avalanche Date of Incident: 13 Feb As per the initial information obtained from ANDMA five houses completely destroyed and 15 were severely damaged, an assessment team comprised of FOCUS, WFP, ANDMA and district authorities carried an assessment on 18 Feb. 63 families were found affected in need of household items, winter warm clothing, food items and hygiene kits. Their houses were covered under the avalanche. Fortunately there were no causalities as the families were warned to leave their houses. Avalanche hited family received assistance, Yamgan Humanitarian Response: IOM assisted 63 families with provision District, Badakhshan 14 Feb 15 of household items, winter warm clothing, blankets, solar lightening modules on 21 Feb, WFP and ANDMA covered their food needs, WHO delivered Chlorine with Pneumonia kits to SHDP to support the affected families. 1 Location: Shiber Kalan/Sare-e-Sofa village, Yaftal district, Badakhshan Incident Type: Avalanche Date of Incident: 17 Feb As per initial information obtained from district authorities, on the way between Shiber Kalan and Sar-e-Sofa villages, 4 vehicles (44 passengers including women and children) were trapped in the area after an avalanche. A group of people from the nearest village came to rescue the passengers. In addition two health teams from Yawan and Nalan clinics were sent to the area for medical assistance. All the passengers were rescued and no casualties were reported. Location: Bedar Dara village, Ishkashim district, Badakhshan Incident Type: Avalanche Date of Incident: 17 Feb As per initial information obtained from FOCUS, 5 Micro Hydro Power (MHP), 3 Water Mills, 4 gardens with more than 400 trees, orchard and approximately 50 jerib farmland were destroyed by an avalanche. There was a risk of another avalanche, FOCUS in coordination with the CERT (community emergency response team) and community elders relocated 24 families who were living in the high risk locations. In addition, FOCUS has deployed an assessment team from Ishkashim to the affected village to conduct need assessment. As per the report from district authorities, Ishkashim –Shughnan road has been blocked by avalanches in several locations challenging access to these locations. The response will be coordinated as soon as the needs assessment is concluded. FOCUS has its community based stockpile in Gulbagh village of Gharan cluster (within an hour walk) which can be mobilized and distributed once the needs are identified by the team. IOM is on standby for filling any gap while the food needs will be coordinated with WFP. Location: Kaj-Lar village, Raghistan district, Badakhshan Incident Type: Avalanche Date of Incident: 21 Feb As per initial information 8 houses completely destroyed, 12 people died and 2 others sustained injuries. Based on the initial information the dead and injured belongs to 2 families. The village is insecure and the road linking to the village is also closed. The provincial government will provide helicopter to humanitarian agencies for assessment and distribution of relief items. At the moment the weather condition is not favorable to for helicopter to fly, IOM and the team is on standby and will mobilize assessment team and relief items to the affected village as soon as the air support is ready. Location: Wolgreen and Lalakham villages, Yawan district, Badakhshan Incident Type: Landslide Date of Incident: 21 Feb As per the initial information, 4 houses were completely destroyed and an unknown number of houses are under the risk of the landslide. No casualty is reported. A PDMC meeting was held in Provincial Government Office on 22 Feb to coordinate the response to Raghistan and Yawan incidents, following are the decisions; • Deputy provincial governor and ANDMA Badakhshan will request Ministry of Defense to provide 2 helicopters to transport IOM, ARCS, ANDMA, NAC and Concern staff for assessment and distribution of cash and NFI to the Kaj-lar avalanche affected families in Raghistan district. • Due to lack of access, the assessment of avalanche incident in Ishkashim district has been temporary postponed. • The landslide consequences will be assessed by ARCs, Concern Worldwide and district governor in Yawan district, subsequently after receiving assessment report, the response will be coordinated. 2 Baghlan Province : Location: Several districts Incident Type: Heavy Snowfall and Avalanche Date of Incident: 24 Feb 15 As per initial information obtained from ANDMA, 27 families were reportedly affected, 3 people were killed and 5 others were injured due to the heavy snowfall and avalanche in the following district. • Khenjan District: 12 families affected and 4 people injured due to an avalanche, the road is reopened, IOM, ANDMA and other partners will conduct assessment on 27 Feb. • Bano District: 6 families affected and 3 people died, the road is reopened, IOM, ANDMA and other partners will conduct assessment on 27 Feb. • Fring District: 2 families affected • Doshi: 7 families affected • Poli Khomri: One person Injured In addition, as it’s reported the road between Baghlan to Khost wa Fring and Andarab districts are blocked due to the heavy snow, and the way between district centers and villages of several districts are blocked. An adhoc PDMC meeting was held and following decisions were made. • ANDMA is tasked to rent machinery in order to open the blocked roads. • Joint assessment teams will be deployed to the affected districts to verify the affect families as soon as the road opened. Khenjan and Bano district roads are reopened; IOM, ANDMA and partner will conduct assessment on 27 Feb. • The response will be coordinate after the assessment is concluded. IOM has enough stock of NFIs and emergency shelter in the region and will dispatch to affected areas once the needs are verified. ………………………………………………………………………………………………………………………………………………………………………………… North Region: Balkh Province: Incident Type: Flash Flood Date of Incident: 15 Feb 15 In total 13 families were affected, the joint assessment were conducted by IOM, NRC, WFP, PIN, CARE, SC and ANDMA. The needs of the affected families were covered by NRC. One of damage d houses in Mazar city, Balkh Province, 15 Feb 15 ……………………………………………………………………………………………………………………………………………………………………………….. West Region: Herat Province: Location: Sanawgird, Kalate Khalil, Amin Abad, Mullah Atta, Sar Sorkh villages in Guzara district, Herat Incident Type: Flash Flood Date of Incident: 22-23 Feb As per the initial report obtained from ANDMA, 50 families were affected. IOM, WFP, ANDMA are conducting assessment, so far 22 families has been verified in Esfahan village. Main needs of the affected families are household items, winter warm clothing and food, IOM in close coordination with ANDMA will cover the NFIs needs while the food needs will be referred to WFP. 3 Location: Nawabad village, Injil district, Herat Incident Type: Flash Flood Date of Incident: 22 Feb A joint assessment team comprised of IOM, NRC, IRC, WFP and ANDMA assessed the area. 9 families were verified, ANDMA committed to cover the needs of the affected families. Location: Musakhil, Kal-i-Sorkh, Naw Abad, Kharchan, That-i-Adraskan and Mahajrin villages, Adraskan district, Herat Incident Type: Flash Flood Date of Incident: 23 Feb As per the initial information, 20 families were affected in in the mentioned villages. A joint assessment team comprised of IOM, WFP, and ANDMA conducted the assessment, no damages to houses were observed, and no family was found affected. Location: Emirat village, Shindand district, Herat Incident Type: Flash Flood Date of Incident: 23 Feb As per initial report, 35 families were affected and one person died. The district is insecure thus the district authorities are assigned to conduct assessment and share the finding with PDMC members.
