Subject: Approval of working plan of Bangalore Urban Forest Division – reg. Reference: State Govt's Letter No. FEE. 32 FAP 2002dated: 20-7-2002. Sir, Kindly refer to the subject and reference cited above. I am directed to inform you that the revised draft working plan of Bangalore Urban forest division for the period 2002-2003 to 2011-2012 received from State Government vide letter referred to above has been examined with reference to the provisions of Forest (Conservation) Act, 1980 and National Forest Policy, 1988. After careful consideration, I am to convey the Central Government’s approval to the working plan of Bangalore Urban Forest Division for the period 2002-2003 to 2011- 2012 under Section: 2’ of Forest (Conservation) Act, 1980 subject to the following conditions: (i) The felling of trees in areas having slope more than 30 degree and along the bank of river/streams shall not be undertaken. (ii) The construction of new roads in forest area shall not be taken up for the purpose of extraction of timber etc. (iii) The Fire protection measures shall be taken up annually and adequate funds for the purpose shall be made available by State Government. (iv) It may be ensured that no non-forestry activity is permitted/taken up in forest area in violation of the provisions of Forest (Conservation) Act, 1980. I (v) In case the regeneration works in the area worked in a year are not taken up in the subsequent year then felling of trees in forest area shall not be undertaken unless facts are apprised to Central Government and concurrence is obtained for taking up felling operations as per the working plan prescriptions. (vi) The standing instructions issued by the Hon’ble Supreme Court from time to time in W.P. No.202/95 as well as similar writ petitions shall meticulously be followed. (vii) The case details of forest lands diverted under Forest (Conservation) Act, 1980 shall be incorporated in Section 10 of the plan. It may please be ensured that provisions of Forest (Conservation) Act, 1980 and guidelines issued thereunder are strictly followed while implementing working plan prescriptions. The Central Government reserves the right to review, modify or withdraw this approval if any of the conditions of approval are not implemented or amendment to plan is necessitated keeping in view the provisions of Forest (Conservation) Act, 1980, guidelines issued there under or general instructions issued by Central Government for scientific management of forests. The working plan will be due for revision in the year 2012-2013 and timely steps may please be initiated for revision of working plan. READ: 1) Correspondence ending with the Chief Conservator of Forests (Working Plan) Letter No: A1/The Chief Conservator of Forests/ WP Bangalore (U) 2001-2002, dated: 04-7-2002. 2) Letter No: F (C) A/11.6/182/WP/KAR dated: 29-08-2002, of the Ministry of Environment and Forests Government of India. PREAMBLE: 1) The Government of Karnataka vide letter No. FEE 32 FAP 2002, dated: 20-07-2002 has submitted the revised draft working plan for Bangalore Urban Forest division for the period 2002-2003 to 2011-2012 after incorporating the modification proposed in the discussion held by the committee on 27-05-2002 to the Government of India for approval. 2) The Government of India in their letter dated: 29-08-2002 referred at (2) above after examining with reference to the provisions of the Forest Conservation Act 1980 and National Forest Policy 1988, have accorded approval to the working plan of Bangalore Urban Forest division for the period 2002-03 to 2011-2012 subject to certain conditions as specified in their letter. Hence, the following order. IV ACKNOWLEDGEMENT Working plans play a singular role in defining the forest policy of a land. It forms a prototype upon which the models of programmes and policies are built. Therefore working plans are essential to direct the state forest policy for the welfare of the forests vis –a- vis the State. In this background, I happily took up the responsibility of drafting Working Plan for the Bangalore urban division, during the year 2001. This draft plan has been done after studying all aspects statistics collected by this division and by using the information and statistics supplied by division administration. I sincerely thank to the following personalities who have contributed ideas, information and valuable help in various ways in formulating this working plan I thank Dr. S.N Rai IFS, Principal Chief Conservator of Forests (EWPRT) for his valuable guidance and sharing of his valuable knowledge.
