Appendix B – Mid Argyll, Islay and Jura Category 1 Sites : Potential Additional Sites for Proposed Local Development Plan Port Mor, Port Charlotte, Islay Proposal : Tourist attraction/biological records centre – Islay Natural History Trust. Response : SSSI, SPA, WoSAS area. Within grounds of Port Mhor centre. Potentially compatible with the existing community uses within this area Potential Additional Site - Community Facility/Tourism Allocation MIN - AL 10/1 Ballygrant Old Quarry , Islay Proposal : Affordable housing, retail and industrial development. Response : The proposal is within Ballygrant in the minerals allocation 10/1. It is understood that workings in the area of the proposed site are to be moved and the access to the quarry changed. There is a significant scale PDA for housing within the village. Given the current usage of the site and existing capacity within the village for housing it is considered that the industrial/retail/community uses would be more suitable at this location. An Area for Action may be appropriate in order to guide the regeneration of this site. Potential Additional Site – Area for Action Inchjura, Carsaig Proposal : Housing Response : Open Space protection Area, Rural Renaissance Settlement Potential Additional site Land north of Bruach Gorm, Port Charlotte Proposal : Housing for West Highland Housing Association Response : Well related to sett, expanding on largely developed housing allocation Potential Additional Site – Housing Allocation 120 ha woodland at Salachry Proposal : Woodland crofting community with associated development Response : Craignish Community Plan highlights this issue. Consider PDA for crofting township – limiting scale to small scale development Additional Site – PDA setting out appropriate level of development Home Farm, Lochgilphead (MIR site MK10) Proposal : for Industrial, Business and Community use Response : Originally in Main Issues Report for community use. Change to facilitate access to proposed community uses in MK9 Fernoch Farm, Lochgilphead adjacent to H-AL 12/1 and PDA 12/6 Proposal : Housing Response : Currently in Countryside Around Settlement. Representations received against proposed site MK8 (Showfield). Suggest that whilst this site is not as well located in terms of access to town, school and employment opportunities as MK8 it may be valuable to consider the additional capacity this site can afford in the Main Settlement of Lochgilphead. Category 2 Sites : Potential Sites which can be addressed through existing policy or no change to the plan is required. (See separate map for locations) These are sites against which the existing policy framework can be used to assess the proposal. 14 PDA 12/80 Ardfern, Argyll. Craignish Community Company Proposal : 12 affordable houses Response : The site is designated in the Adopted Local Plan for the delivery of affordable housing. Fyne Homes, The Church of Scotland Trustees, Community Council and Argyll and Bute Council have been working to progress the delivery of this site. 15 Ardrishaig Forest, West of Ardrishaig Proposal : Wind Farm Response : Sites are not being specifically allocated for wind farms but will be dealt with through a policy approach in the proposed Local Development Plan. 16 Succoth, Kilmichael Glen, By Lochgair Proposal : Building plot and enhance tourist facilities Response : Situated within Rural Opportunity Area – to be assessed against policy 17 Succoth, Kilmichael Glen, By Lochgair Proposal : Building plot and enhance tourist facilities Response : Situated within Rural Opportunity Area – to be assessed against policy 18 Loch Beag Proposal : Alteration to Council adopted Landscape Capacity Assessment to permit single house. Response : Area of Panoramic Quality noted as highly sensitive to change. In area noted as not recommended for development in Council Adopted Landscape Capacity Assessment . Capacity has been identified along road side but not further up the hill as proposed. Submitted additional information in form of a Landscape Character Assessment in April. Deal with in accordance with current policy. 19 Ellister Lodge, Port Ellen Proposal :Energy development Response : Renewables will be dealt with through policy 20 WC & MI Wood, Octofad Farm, Port Charlotte, Islay (also Harbour areas Portnahaven and Port Ellen and Ellister Lodge Port Charlotte) Proposal :Energy development Response : Sites are not being specifically allocated for energy developments but will be dealt with through a policy approach in the proposed Local Development Plan. 21 Land at Rhudil Mill, Kilmichael Glassery Proposal : Housing Response : National Scenic Area, Rural Opportunity Area with Landscape capacity assessment. Apply current policy. 22 Sound House Plot, Crinan Proposal :– Single house Response : In settlement but other constraints 23 Port Charlotte Lotts, Islay Proposal :Requests continued designation as ROA to permit future development. Response : Majority of the site is within the ROA. No change proposed. 24 Land south of lighthouse including foreshore, adjacent to Port Charlotte, Islay Proposal : Housing including affordable and tourism related development. Response : Southern part in Settlement zone – no change required. Northern element extends settlement into Countryside Around Settlement (CAS), including foreshore – not appropriate. 25 Land to west of Port Charlotte, Islay Proposal : Housing including affordable and tourism related development. Response : 2 elements of which one is wholly within settlement in the Conservation Area and requires no change. Second element is partly in ROA which may offer some capacity for small scale development, subject to the policies in the plan. Remainder is in CAS but not well connected to the settlement and is not recommended. 26 Surnaig, Lagavulin, Isle of Islay Proposal : Housing including affordable. Response : In WoSAS zone. Not identified as Renaissance settlement. Partly in settlement, where development proposals should be assessed in accordance with the adopted plan. Partly Countryside Around Settlement where extension of the settlement is not recommended at this time given remaining capacity in Lagavulin settlement area. 27 Surnaig, Lagavulin, Isle of Islay Proposal : Housing including affordable. Response : Majority of this site lies within a Rural Opportunity Area. Proposals within this area should be assessed against the current policy framework. It is not considered appropriate at this time to extend the Rural Opportunity Area. 28 Surnaig, Lagavulin, Isle of Islay Proposal : Housing including affordable. Response : Majority of the site lies within the Settlement Development Control Zone. Proposals within this area should be assessed against the current policy framework. The boundary to the settlement here is defined by a stream and woodland. The settlement is not identified as a Renaissance settlement and has remaining capacity for development. 29 Ground at Imeraval, Port Ellen, Islay, Proposal : 8 affordable houses. West Highland housing Association Response : In settlement area, assess against current policy framework. 30 Land at Port Ann/Achnaba Proposal : PDA to housing allocation plus additional land Response : PDA will be changed to housing allocations but unsuitable to extend at this time. 31 Land at Ballibeg Proposal : Housing Response : Land in Area of Panoramic Quality. Partly in ROA - Refer to existing policy including landscape assessment. Partly in Sensitive Countryside – poor fit with settlement strategy, not required in terms of capacity. 32 Land at Achnashellach Proposal : housing Response : Major part in Rural Opportunity Area. Deal with in terms of existing policy 33 Kilmartin Quarry Proposal : Extension of quarry Response : Sensitive countryside, Area of Panoramic Quality, WoSAS zone, Core Paths. Policy currently deals with extensions to quarries. 34 Attichuan field, rough grazing, South of Ardrishaig Proposal : Retain PDA 12/19 for housing Reponse : No change required – will retain PDA. 35 Ardrishaig Waterfront Proposal 50 houses, 30 affordable houses, industrial space, retail and 240 berth marina. Response : In settlement zone, in AFA for regeneration, masterplan for Ardrishaig developed. Involves significant area of land to be reclaimed. Deal with within existing designations/policies and through Supplementary Guidance as necessary. 36 Glebe land, Jura Proposal : 6 houses. Response : National Scenic Area, edge of WoSAS zone, part Rural Opportunity Area – Landscape Assessment available – utilise existing policy. Part Countryside Around Settlement – not recommended. 37 Land at Erines Proposal : Housing / tourism related development Response : In Rural Opportunity Area deal with through current policy 38 Mill House field, Ardfern Proposal Small scale tourism (houses) Response : Community Plan outlines proposals for this area to be dealt with within an Area for Action. Progress AFA through Supplementary Guidance. 39 Tayvallich Estate, Tayvallich, Argyll Proposal : Various developments Response : Multiple sites across estate. No specific proposals. Deal with through policy. 64 H-AL10/8 Port Ellen, Islay Proposal : Retain H-AL 10/8 for housing Response : Retain. No change required 65 Glenegedale, Islay Proposal : Support for retention of land in settlement zone at Glenegedale Response : Retain No change required.
