X understand from this information that your pro- posal was given most careful attention and that a considerable amount of time and effort was spent by both agencies in evaluating your project. However, as your process has not yet been experimented on the gs&und it appears that the question of its technical and economic viability would require further study. I am referring to your interoffice memorandum to Mr. Barbosa dated 17 October 1973 on the subject of manufacture of synthetic stone for construction purposes in Bangladesh. As the attached interoffice memorandum from Mr. Siddiqui to Kir. Abdel-Rahman will •indicate, we have spent a considerable amount of time and effort on .this project which was eventually turned down by UFDP (please see paragraph. 3»7 on page 4 of "the attached memorandum). Similar response has just been received to a subsequent reference by UNIDO to UNDP (copy of the letter dated 23 October 1973 from UNDP is attached). The crux of the matter is that Mr. Hubmann's process has never been experimented on the ground and before doing that the Government of Bangladesh wanted an independent evaluation of the same. For reasons not difficult to understand, Mr. Hubmann does not agree to that. As stated earlier, our simultaneous proposal to engage Mr. Hubmann as a UNIDO expert to prepare a pre-feasibility study was not accepted by UKDP and could not be further processed with the Government. Although a very difficult project for whose implementation the intensive efforts of UNIDO have not yet yielded promising results, we are now in the process of making the last effort by proposing to the Government that Mr. Hubmann might perform an experiment in the country at a reasonable cost to UNIDO, provided the Government could designate a local institution to supervise this experimentation from technical angle, provide local logisti-cal support and other Mr. A. Your observations have been noted. As you are no doubt aware, the Secretary-General has sade a number of efforts to facilitate the solution of humanitarian probleas in the subcontinent, and he held talks with the Governments concerned about these matters during his trip to the subcontinent earlier this year. Unfortunately, owing to the complex nature of the problems involved, no solution has yet been found. However » the Secretary-General wishes you to know that he will continue to do vhatever he can, vithia his authority and competence, to help achieve this objective. In particular, he is endeavouring to make arrangements with the Governments concerned for starting a limited process of repatriation which would make it possible for at least some groups of Bengalis to return to Bangladesh shortly.
