Contract Number AID-168-C-14-00002 1 USAID Energy Investment Activity Project (EIA) List of Permits for the Construction of South Interconnection Gas Pipeline SCOPING– LIST OF PERMITS REQUIRED FOR THE CONSTRUCTION OF THE INTERCONNECTION 1. Introduction This document contains a list of permits, approvals and other documents to be issued by various competent authorities in the process of obtaining the required permits (Urban Permit, Construction Permit and Use Permit) for construction and operation of the South Interconnection Gas Pipeline. The purpose of this list is to serve as a basis for interviews with representatives of competent authorities that will be conducted for the purpose of mapping the upcoming permitting procedure (scoping). The list will be finalized after the exact pipeline route and other project parameters are specified. This document can be used as a guideline through the permitting procedure in order to ensure the efficient planning of the all permitting steps. 2. Competence for Issuing Permits In order to determine the competence for issuing various permits that the investor needs to obtain, the following facts must be considered: - This project is classified as an interstate project, due to the construction of the interconnection with the Republic of Croatia, - The project will be implemented on the territory of FBiH, - The project will be implemented on the territory of several cantons (Central Bosnia Canton, Canton 10, West Herzegovina Canton and Herzegovina Neretva Canton), - The project will be implemented on the territory of several municipalities (municipalities: Novi Travnik, Bugojno, Kupres, Tomislavgrad, Posusje, Siroki Brijeg and Mostar), - The project will be implemented on the territory of two water basins (Adriatic Sea Basin and Sava River Basin), - The project entails the construction of a gas transmission line with the diameter of XX inches and pressure of XX bar (be specified after the investor decides on the exact pipeline diameter and pressure.) Given the facts stated above, as well as the division of competences in BiH, it is evident that all levels of government in FBiH will be involved in approving the construction and operation of the South Interconnection Gas Pipeline.
