As of 1 July 2020. such people who have arrived on the island via South Cyprus with the intention to cross to or from North Cyprus have been prevented by the Greek Cypriot administration. You will recall that in my letter addressed to You, on 24 February 2020. I have referred, inter alia, to the decision of the Greek Cypriot council of ministers, which approved a series of amendments to the Green Line Regulation's code of implementation (EU Council Regulation 866/2004). particularly prohibiting foreign nationals from crossing to North Cyprus. These amendments in question are in violation of the Green Line Regulation, which provides for crossing of the border by "all citizens of Southern C 'yprus, EU citizens and third-country nationals who are legally residing in Northern Cyprus, and by all EU citizens and third country nationals who entered the island through Southern Cyprus". Though the said amendments made by the Greek Cypriot administration is referred to as the GLR's Code of Implementation, what, in fact, is done by the Greek Cypriot leadership is changing the very substance, content and spirit of the GLR. which can only be amended by the EU. Received by NSD/FARA Registration Unit 07/13/2020 4:25:39 PM Received by NSD/FARA Registration Unit 07/13/2020 4:25:39 PM the recent Greek Cypriot implementation, preventing crossings of Turkish Cypriot citizens of different origins as well as foreign nationals from the crossing points between North and South Cyprus, is an attempt to put unilaterally the said Code of Implementation into practice, which, in fact, has not been seen or approved by the European Commission. The fact that this unacceptable implementation is furthered by the Greek Cypriot administration, at a time when measures taken at the crossing points in relation to COVID-19 pandemic have been eased, shows that this administration is bent on even exploiting a humanitarian issue such as a pandemic as a pretext to suit its political agenda. If this decision was taken for health purposes, the people in question would not have been allowed to enter South Cyprus in the first place. However, they have been allowed to enter South Cyprus and now they are stuck there unable to cross to and from North Cyprus. It is clear that this ill-intentioned and politically-motivated implementation is part and parcel of the general policy of the Greek Cypriot leadership to harm the economy and curtail the tourism of North Cyprus. This, unfortunately, not only blatantly violates freedom of movement of people, including EU nationals, but also poisons the already delicate relations between the two peoples on the island and their administrations. The fact that the Greek Cypriot administration is determined to hamper the Turkish Cypriot economy and tourism is also evident from the Greek Cypriot leadership's decision, whilst opening the other crossing points, not to open the Lokmaci (Ledra Street) crossing point, w hich facilitates entrance of tourists from South Cyprus to North Cyprus, contributing enormously to the businesses around the area. Moreover. the Greek Cypriot administration is allowing entrance of people from 22 countries, which have high numbers of Coronavirus without PCR tests into South Cyprus, while asking for PCR tests (72 hours of validity requirement) for each crossing to and from . I would like to note that unless this hostile policy changes, my Government will be forced to take reciprocal steps. Lastly. I would like to take this opportunity to inform You that a Declaration, enclosed herewith, has been co-signed by all the political parties in our Legislative Assembly today on this issue, which calls upon the Greek Cypriot administration to halt this destructive implementation.
