Coming close to the end of this year and finding ourselves just a few days before the celebration of the 100th anniversary of the birth of Arthur Troop, I had to give the floor to our founder! Not long before 1950.... "Friendship was at a very low ebb. Every effort had to be made to forget past grievances, so stupidly settled by the gun rather than with words of friendship and concord. A way forward had to be found, or the same mistakes would be repeated, and the world would again find itself in strife. Friendship and trust had to take their place otherwise there would be virtually no future for Mankind. A Brave New World had to be built and everyone had to take their part. I began to think of trying to establish again my pen-friendships which had disappeared at the outset of the Second World War. It would be my honest attempt to renew old friendships, but with a definite purpose. It was vital to avoid politics, religion and all other controversial subjects. I considered that friendship transcended all. It was this very simplicity which was the key to the acceptance and eventual success of The International Police Association. My first real friendships were established abroad in Holland, Belgium, Denmark and Norway. But then the idea certainly started to "snowball". The start had been made. We all had similar views about the future of peace and freedom, a fact which had brought us together in the first place. We wanted to do what we could in our small way to bring about a better world. Whatever our ideological feelings or religious views, and these were naturally varying, we all believed that we could spread our simple message of FRIENDSHIP to other parts of the world". And Arthur Troop founded the IPA! What a visionary and a great man. Away from politics, fights and all other controversial subjects, let's make our own footprints on the path set by our founder. Let's put Friendship in the middle of our concerns and ensure that the snowball keeps getting bigger... Happy Arthur Troop's day to all of you on December 15th, his birthday, and Long live IPA! Servo per Amikeco Pierre-Martin Moulin, International President IPA NEWSLETTER – DECEMBER 2014 Page 2 AROUND THE WORLD ‘NEW’ NATIONAL PRESIDENT IPA Australia The Australia Section of IPA celebrated our 50th anniversary on board the Celebrity Solstice cruise ship for a 3 night journey in October 2014 where we conducted our AGM during this election year. I thank all Australia Section office holders for their support and trust in selecting me as the National President and am honoured to accept this position. Prior to the cruise we had the pleasure to witness the Water Police and Air Wing put on a display of their skills on the majestic Sydney harbor specifically for our members. It was wonderful to have an international flavor for the occasion with honorary guests in attendance including International President, Pierre-Martin Moulin, Japan President Koji Nakamura and New Zealand Vice President Ross Pinkham. I have been an active IPA member since 1990 at both a regional and executive level, holding the position of National Treasurer for the past 12 years. I currently work as a uniformed patrol Sergeant at a suburban patrol base in Adelaide, South Australia. Looking to the future, I have a strong passion and desire to work together toward building strong relations and friendship throughout all regions, sub-regions and branches across the Australian Section and at an International level. My goals are: to foster and advance the IPA ideals of friendship and participation; to increase and open up communication with all IPA members; to reconnect and consult with members throughout all areas of IPA and; to promote a shared inclusive leadership within the National Executive, providing them with a voice as the governing body in decision making processes. I intend to harness the wealth of knowledge and experience within regional executives and indeed all of our membership and promote new initiatives and advance IPA particularly through the recruitment and involvement of vibrant young members. IPA NEWSLETTER – DECEMBER 2014 Page 3 Having already met many IPA members from other Sections in my travels, I am eager to get to know many more IPA friends from around the world to extend and develop lifetime mates to enjoy an exchange of cultures, experiences and ideas. Finally I wish everyone a happy Christmas and joyous new year and hope you all make the most of the festive season with your family, loved ones, friends and colleagues. Stay safe and I look forward to the challenges, participation and exciting times ahead that we can all share. Geoff Rodda, President IPA Australia IPA Australia celebrates 50 year Anniversary IPA Australia reached fifty years of affiliation this year and to celebrate this significant milestone, a special National AGM Weekend Cruise was held. Sixty-five members participated in the cruise departing from Sydney Harbour including International President Pierre-Martin Moulin, IPA Japan President Koji Nakamura and his lovely wife Toshiko, and New Zealand Section Vice President Ross Pinkham. As usual the weekend commenced with a professional forum for the serving Police Officers hosted by New South Wales Police. Information sessions were held at the main Police Centre in Sydney covering the Police Operations Centre, Emergency Management Centre and Tactical Operations Centre. A visit was made to the Water Police Headquarters where a presentation was made by the Water Police and Air Wing. A tour of the Water Police Facility was conducted as well as a journey on the largest vessel in the fleet, Nemesis. Whilst on board the vessel, a live demonstration was conducted by the Water Police and Air Wing. The day which was organised by Sergeant Peter Robins was informative and beneficial to all attendees. Members disembarked from the Police vessel at Circular Quay and were then joined by the other members on board the luxury cruise ship Celebrity Solstice. Cruising out of Sydney Harbour in the evening was a sight to behold with the spectacular Sydney Opera House and Sydney Harbour Bridge fully lit. Three nights of luxury were enjoyed by all onboard the five star liner. In addition to the onboard entertainment, a series of meetings were held including the Annual General Meeting. Honorary Life Member Val Doherty’s forty plus years of dedicated continuous service to IPA was acknowledged by the International President when she was presented with a Certificate of Merit. The AGM concluded with the announcement of the results of the IPA NEWSLETTER – DECEMBER 2014 Page 4 National Election. Check out the IPA Australia website for details of the new executive team who will lead the Section for the next three years. The weekend was a great opportunity for all the guests from around Australia and abroad to renew existing friendships and create new ones. It was a fabulous event which was extended for some who continued on for an eight night Pacific Cruise. Special thanks to our travel agent – Evoke World Travel (who are also serving police officers and IPA members) and Ross Pinkham for the photographs. Michelle Harris, IPA Australia IPA Kazakhstan: Proud to be a full member of the international police community The idea of creating a national section of the International Police Association in Kazakhstan was born five years ago – on 10 November 2009. That same day ten veterans of the Kazakh police held an internal constitutive meeting, where it was decided to create a national association. As required by the legislation of the Republic of Kazakhstan, we registered with the Ministry of Justice, confirming our status, and within a year we created eleven branches in different regions of the country. Following IPA procedures, IPA Russia was appointed sponsor section and worked with Kazakhstan for two years, leading to the founding meeting of IPA Kazakhstan in July 2012, which was attended by the former International President Michael Odysseos, the International Secretary General Georgios Katsaropoulos and the President of IPA Russia, Aleksey Gankin. Shortly after the founding meeting, IPA Kazakhstan was awarded the status of Section in Foundation. Considerable organisational and practical work has been achieved since this time; a constructive and fruitful cooperation was established with our colleagues, members of the police association and other public law enforcement associations in Russia, Ukraine, Belarus and further countries of the Commonwealth of Independent States (CIS). The board and members of Section IPA Kazakhstan regularly attend events organised by the International Police Association in Moscow, St. Petersburg, Ekaterinburg, Izhevsk, Kirov, Pyatigorsk, Omsk, Minsk and other cities of the CIS. One major event took place in the summer of 2012: the first international motor rally in Kazakhstan was launched amid celebrations in the capital Astana in the square IPA NEWSLETTER – DECEMBER 2014 Page 5 near the monument to the defenders of the fatherland. The motor rally was dedicated to the memory of police captain Gaziz Baiatsov, who was posthumously awarded the highest title of the Republic of Kazakhstan ‘Hero of Kazakhstan’, as well as to the memory of other law enforcement officers who lost their lives in the line of duty.
