Welcome & Introductions Chair Cindy Fitzpatrick called the meeting to order at 9:00 a.m. The CAC committee would like to congratulate Melissa Sharp, who is retiring later in April 2021. She has been at MORPC for several years and has worked with us for just over a year. II. Approval of March 3, 2021 Meeting Minutes Chair Fitzpatrick asked for a motion to approve the minutes; Letty Schamp moved; Morgan Kauffman seconded; none opposed, and the motion carried. Metropolitan Planning Organization (MPO) Report – Thea Ewing, MORPC • Passenger Rail Update: In early March, MORPC arranged a virtual meeting with Amtrak leadership to discuss including the Chicago-Columbus-Pittsburgh corridor in the Amtrak 2035 Plan, which is slated for final approval later this spring. Amtrak representative, Derrick James, recognized the substantial investment in studies that have happened for this corridor to date and recommended a formal request with letters of support being submitted on March 19. MORPC made a formal submission with over 20 letters of support, which included cities, counties, and legislators. MORPC will continue to monitor finalization of the Amtrak long range plan and provide updates to members as available. • State of the Region 11:30 – 1:00 p.m. today. Please tune in. Our Keynote speaker is Jonathan F.P. Rose. His business - public policy, writing, and not- for-profit work - focuses on creating more environmentally, socially and economically resilient cities. Data & Mapping Monthly Report – Aaron Schill, MORPC • Census Update – o Mr. Schill covered the release schedule for Census data: apportionment counts will be delivered to the President and Congress by April 30, with state redistricting data on September 30, and other decennial census products to be determined. While the state redistricting data will have block-level population and some demographic information, it is intended for the express purpose of redrawing legislative districts. It is not advised to use this data for other purposes, as it may differ from the final Decennial Census summary data. o These new jurisdictional boundaries are available as are the new census tracts, block groups and blocks and can be accessed through the Census Bureau’s Tiger/Line site; or if you need help, please reach out to Aaron Schill at [email protected] o There are also proposed changes to how various metropolitan area designations are calculated. Moving the minimum threshold from 50,000 to 100,000 to qualify as a Metropolitan Statistical Area (MSA) . Numerous changes proposed to the designation of urban areas, including adding a housing unit density threshold in addition to population density, and increasing the minimum population density threshold. • Regional Data Agenda Update o At the beginning of March, the Regional Data Advisory Committee voted on and approved an updated regional data agenda. o Mr. Schill reviewed the various steps/processes on how the committee arrived at this new agenda. Of the total 61 action items included in the 2018-2020 agenda, 37 (61%) are completed or in- progress. o For the 2021-2022 Regional Data Agenda – there are 6 goals: . Foster collaboration Transportation Advisory Committee Meeting Minutes 03/31/2021 Page 3 . Capacity building and education . Data governance and practices . Data procurement and development . Digital equity and broadband infrastructure (new goal) . Access, inclusion, and equity • A question was asked if employment rules like employment density per block and block group made it through for the urban area designations. Mr. Schill answer that he does not believe that there is anything employment related criteria in the proposed changes for urban area designation. Planning & Sustainability Monthly Report – Stephen Patchan, MORPC • April 13, the Active Transportation Plan Committee will be hosting a stakeholder meeting, which will give folks an opportunity to learn where the project is and provide input on where it will go from this point on. Funding Programs • Attributable Funds Project Status Update – Thomas Graham (MORPC) – o There are few changes from last month. One to note is the Franklin County Trabue Road over the Scioto River Project – the right-away is being pushed back to 2023 and construction to 2024. • The draft funding recommendations comment period ended on March 28 with no comments being received. These draft recommendations will be sent to CAC, TAC, and the Transportation Policy Committee for approval in May. • Presentation slides included in Meeting Packet V. Informational Items • 2021 Transportation Review Advisory Council (TRAC) Update – Maria Schaper, MORPC; Dina Lopez, MORPC o TRAC commits ODOT funding for the major new capacity program projects. Criteria includes - overall cost over $12M; project increases capacity and/or reduces congestion; proves to support jobs and/or job creation. The MPOs across the state then provide ODOT a local project prioritization recommendation. o Ms. Schaper reviewed the MTP and how these projects relate to our long-range transportation plan. The 2020-2050 MTP was adopted in May 2020. The plan identified $30B in regional transportation priorities, and TRAC is one funding program that can be used to fund these priority projects. o TRAC is primarily used for freeway projects. o Thirty-five applications were submitted statewide and Ms. Lopez reviewed specific projects and applications as well as the 2021 TRAC cycle timeline. Transportation Advisory Committee Meeting Minutes 03/31/2021 Page 4 o A question was asked of whether there is any change in thought process at ODOT in how TRAC projects are developed, such as multimodal amenities, which could have a significant impact in the way people travel in Central Ohio. Ms. Lopez responded that there are a lot of conversations around what equity means in large capital projects, and the need to move towards creating projects and funding right-of-way design that leads to a more complete transportation system. • Presentation slides included in Meeting Packet • Draft FY 2021 Planning Work Program (PWP) – Thea Walsh, MORPC • The plan lays out MORPC work as staff to help support the TIP in the Metropolitan Transportation Plan (MTP). The final version will be presented for approval in May. $6.4 million total and is broken down to three segments: • $3.3 million Formula Funded Planning • $1.8 million Special Studies o including $500,000 over the next 2 years for LinkUS. • $1.2 million Rideshare & Air Quality Planning. • PWP Summary included in Meeting Packet • Subcommittees of TAC – • Active Transportation Committee (ATC) – Scott Ulrich, Columbus Public Health Department o The ATC was formerly established by the TAC as a subcommittee in the fall 2020 with the intention of providing a forum to share information amongst local agencies regarding best practices and to collaborate on local and regional issues, projects, programs and provide insight for decision making purposes. o Two of the ongoing projects that the committee members have been engaged in are the complete streets policy update and the Active Transportation Plan update. o Mr. Ulrich reviewed the ATC 2021 meeting schedule – highlighting priorities for these meetings.
