ASD - autistic spectrum disorder HI - hearing impairment MLD - moderate learning difficulties PD - physical disability SEMH - social, emotional and mental health needs SLCN - speech, language and communication difficulties SLD - severe learning difficulties VI - visual impairment 2 SPECIAL EDUCATION IN MAINSTREAM SCHOOLS Mainstream, or ordinary, schools can usually offer the support detailed in a Statement of Special Educational Needs or Education, Health and Care Plan. This means that most children with Statements of Special Educational Needs or Education, Health and Care Plans will be able to attend their local mainstream school. The following pages provide a list of mainstream schools with additionally resourced provision for children with specific kinds of learning difficulties. Placement within additionally resourced provision is only for children who have Statements of Special Educational Needs or Education, Health and Care Plans. A child with a Statement of Special Educational Needs or Education, Health and Care Plan is not automatically entitled to free transport. The same rules generally apply to all children, whether they attend a mainstream (ordinary) or special school or additionally resourced provision. The usual rules are: * for children under 8, transport is provided only if you live more than two miles walking distance by the shortest route from school or unit named in the Statement as the appropriate school or unit for your child. Sometimes the Statement does not name a particular school. In this case, your child would normally be expected to attend the local reserved area school or the nearest school, which can offer the special help your child needs * for children aged 8 or over, the distance is three miles. You will be responsible for the costs and arrangement of transport in the following circumstances:- I) if you live less than two miles from the appropriate school and your child is under 8 ii) if you live less than three miles from the appropriate school and your child is 8 or over iii) if you choose to place your child in a school which is not the reserved area school or the nearest school that can offer the special help. Further details of the Authority's transport policy can be found in the information for parent’s booklets, "Admissions to Primary Schools in Buckinghamshire" and "Secondary Schools in Bucks". These booklets can be obtained by ringing Admissions & Transport on 01296 383250. Are there any exceptions to these rules? Sometimes. If a child has a physical disability or medical condition which prevents them from walking to school (e.g. uses a wheelchair) special transport arrangements can be made. Transport may also be provided in other cases, depending on the child's individual needs. Who arranges transport? If it is agreed that transport will be provided for your child, you will be contacted by the Transport Officer who will give you details of the arrangements which have been made. The Authority cannot arrange transport immediately. At least ten working days notice is required. 8 What sort of transport will be provided? Transport may be provided in various ways: You may be offered a bus or train pass, or a place may be made available on a taxi, mini- bus or coach hired for the purpose. The Authority will decide what type of transport is appropriate to meet your child's needs. If your child needs a special seat or a harness, this will be provided by the Authority. If your child has a wheelchair the Authority will discuss how best to provide transport. Will a passenger assistant be provided? It is not normal practice to provide a passenger assistant. However, each child's needs will be assessed on an individual basis. Most children with passenger assistants are either severely physically disabled or have extreme behavioural difficulties. How long will the journey be? The Authority makes every effort to limit the journey to 45 minutes each way at Primary Age and 75 minutes at Secondary. However, in some cases, the distances involved mean that some children will have longer journeys. Please remember that the vehicle is likely to transport several other children. This may result in the journey being longer than you expect. The collection/delivery times for each child are decided by the Authority and the transport operator to ensure a sensible route and to meet the school's arrival and departure times. Transport is normally provided only between your home address and the school. To whom do I speak if I am not happy about my child's transport? You should first contact your Area Transport Officer.
