Alhassan lHE SENATE, NOTES that unemployment situation in the country has remained worrisome as the army of the unemployed has over the years continued to grow, without any way of knowing its exact size at any given time; PRINTED BY NATIONAL ASSEMBLY PRESS, ABUJA 35 Wednesday, 27th July, 2011 24 rUR1HER notes that the absence of a database to determine the exact number of unemployed persons in the country does not help National Economic Planning, particularly with respect to addressing the unemployment problem in the country; R.ECOGNIZING that the maintenance of datal statistics on unemployment for the country will greatly facilitate planning 'in both public and private sectors just as it will assist policy makers, researchers, development planners and the public in general; A WAl{E that the reactivation and or creation of job centres in the Thirty-Six (36)states of the federation and Abuja, and the 774 Local Government Areas will help in actualizing the goal of maintenance of a comprehensive and regularly updated database on the unemployed in the country in particular and the labour market in general; FUttY A WARE that the responsibility for maintaining this much needed database falls squarely on the shoulders of the Federal Ministry of Labour and Productivity as it is its statutory duty to formulate and implement employment policy including the generation and maintenance of datal statistics on unemployment for the country; INFORMED that a budgetary provision has been made in the 2011 budget under the public works programme of the federal government for the purpose of the Development of a National Unemployment Database and other related labour matters; WORRIED that unless urgent steps are taken to put things right, the drought of data for the labour market, particularly on the unemployment situation in the country including the reactivation of the job centres in the 36 states and Abuja and the 774 Local Government Areas will remain unaddressed to the detriment of the national economy and to the disadvantage of policy makers in the private and public sectors. Accordingly resolves to: i. URGE the Ministry of Labour and Productivity to take all steps necessary to ensure the reactivation and or creation of the job centres in the 36 states in the country and Abuja as well as the 774 Local government Areas, and ensure that they begin to function soonest; ii. URGE the Federal Ministry of Labour and Productivity to create and maintain a database for generating demographic, geographic and other socio-economic indicators of the labour market, including the number and class of unemployed, which should be published every quarter for public consumption and use.
