COMMUNICATION PLAN FOR FOREIGN SHIPS IFR-16 APPENDIX A – CIRCUIT DESIGNATORS 1. The circuit designators have been indicated in brackets (Eg RP 2). Details of circuits are placed at Appendix A 2. IFR TP (RT) (RP 2). All ships at anchorage will man this circuit. The circuit is to be used for exchange of traffic pertaining to IFR-16 between ships. The Flag Officer Commanding Eastern Fleet (FOCEF) will control this circuit. 3. Foreign / Merchant Ships Net (RP 11). This circuit is to be used for communication with the host ship. 4. IFR MMB Circuit (RP 12). This MMB circuit will additionally be used for communication during the Presidential Review. The Flag Officer Commanding Eastern Fleet (FOCEF) will control this circuit. 5. Support Craft Net (RP 5). This circuit is to be used by all ships at anchorage to communicate with Yard crafts, Tugs, Liberty Boats, Fuel Barges and other ferries. 6. Anchor Net (RP 10). This net is to be used between the Survey Motor Boat (SMB) and ships for anchoring in the Review Anchorage area. 7. President Speech Relay (RP 8). This circuit will be used to broadcast the President's Speech. 8. Indian Naval Communication Inter-Operability Solution for IFR (INCIS - IFR). A tablet based INCIS-IFR would be provided to enable exchange of administrative messages between various IFR ships, HQ/ Fleet Staff and IFR sub- committees. The system would operate primarily on 4G data connection and alternately on INMARSAT. The ships Liaison Officers would assist in familiarization with and usage of the INCIS. Some salient features of the INCIS-IFR are enumerated below. (a) Overview. Indian Navy Communication Interoperability System for International Fleet Review (INCIS-IFR) is a web-based tactical communication system, customised by Indian Navy for exchange of administrative messages between Indian ships, Foreign ships and IFR Committees during the International Fleet Review-2016. It consists of Commercial of the Shelf (COTS) Tablet which has MIL grade hardware and ported with customised software. The equipment consists of 10 inch Tablet, Blue tooth mouse, Bluetooth key board and a docking station with USB ports for exploitation. (b) Connectivity. The system would operate primarily on 4G data connection and alternately on INMARSAT connectivity. Ships are encouraged to extensively use the INCIS for unclassified IFR related communication. (c) Features. The INCIS-IFR Tablets would provide facility of public and private chat, sharing of exercise orders, document sharing, discussion forum, notification (announcements) and messaging features. The detail of usage of each feature is explained in the user manual which has been provided. (d) USB Dongles. The USB dongles provided with INCIS Tablets enable access to IFR website and INCIS system application on a secure internet. (e) Problems in Handling. Hardware / software issues in handling of INCIS would be addressed by the INCIS support team deployed for the event.
