Honorable Ministers, It is with great sadness and shock that I write to you to register concern about the recent killing of Jorge Calderón Campos, Elías Gamonal Mozimbite, Feliciano Córdova Abad, Edil Córdova López, Alcides Córdova López y Orlando Burillo Mendoza, all members of the Asociación Agrícola Bello Paraíso in Ucayali. These murders appear to fit a pattern of violence against environment and land defenders and impunity for their killers -- and this violence must end. Peruvian authorities should take the following measures immediately: - The Ministry of Interior and the Police should intervene and protect indigenous leaders, including making special security arrangements for the women leaders who are defending their ancestral territory. - The Police's Criminal Investigation and Justice Support (DIRINCRI) should investigate and bring the killers to justice. - The Public Ministry should speed up the investigations into cases of land trafficking – including investigating the oil palm and hardwood companies that benefit from it. - The Judicial Branch should accelerate criminal cases against the traffickers and should issue sentences in the constitutional processes in defense of indigenous communities. - The Regional Government of Ucayali should stop illegally issuing documentation of possession, and should issue titles for the community's ancestral territories. It should abstain from handing over any other rights above the ancestral territories of indigenous communities. - The Ministry of Agriculture should actively prosecute any agribusiness companies found to encourage or benefit from land trafficking and violence. - The People's Defender Office (Ombudsman) should do its part to prompt rapid government action. - End accusations that environmental organizations and frontline environmental defenders are in any way instigating the violence.
