THAT the following item considered and received for information at the April 1, 2019 Committee of the Whole meeting, be adopted: • Castlegar & District Public Library Annual Report & Finance Statements. • Kootenay Gallery Board Meeting Minutes – February 20, 2019. • Business License Report – February 2019 (Report No.19-49). • Building Permit Report – February 2019 (Report No.19-50). • Emergency Services Monthly Report – February 2019 (Report No.19-53). • Royal Canadian Mounted Police Crime Reduction Unit Report – February 2019. THAT Council approve the event recommendations listed in Report No. 19-51 for the 2019 Community Canada Day Celebration. 3. THAT Council approve the release of the in-camera resolutions to the public from the June 25, 2018 - December 17, 2018 and March 4, 2019, Special In Camera meetings as noted in Report to Council No. 19-58. 4. THAT the exempt staff salary grid attached to Policy Directive 4-8 be adjusted by 2% to reflect the annual increase to exempt staff salaries as per the Policy Section 1 - Annual Cost of Living, AND FURTHER; THAT rates and stipends paid to the Castlegar Volunteer Firefighters be adjusted at the same rate (2%) for 2019. 5. THAT Council recommend the City of Castlegar 2019 - 2023 Financial Plan as presented in Report No. 19-62 and proceed with the required readings of Bylaw No. 1285. 6. THAT Council receive for information Report No. 19-34, Housing Needs Assessment, AND FURTHER; THAT Council instruct staff to work with BC Housing to identify potential funding opportunities to support housing initiatives that best address the housing gaps for the Priority Groups identified in the 2018 City of Castlegar Housing Needs Assessment. 7. THAT Council approve sending the letter attached to Report #19-55 to the Honourable David Eby, Attorney General for the Province of British Columbia, outlining the City’s concerns with publication bans of individual’s names who have been charged with a criminal offence in the City of Castlegar. 8. THAT Council direct staff to modify the use of herbicides by removing any herbicide use from passive parks, playgrounds, and green spaces in 2019 and that the responsibility of deciding if herbicides should be used on sports fields shift from the contractor to the Civic Works staff, AND FURTHER; That Council direct staff to provide a report in the winter of 2020 detailing an overall plan following Council’s guidance on the issue. (Report No.19-71) Report from the Director of Corporate Services to seek Council consent for the amendment of the Regional District of Central Kootenay (RDCK) Service Establishment Bylaw No. 1909.The amendment will increase the maximum amount of the annual requisition payable to the RDCK from $1,600,000 or $1.26/$1,000 of assessment to $3,352,288 (25% increase). RECOMMENDED MOTION: THAT Castlegar City Council consents to the Board of the Regional District of Central Kootenay adopting Bylaw No. 2662 - Castlegar and District Regional Facilities, Recreation, Parks and Leisure Service Amendment Bylaw, to increase the maximum annual requisition by 25%. 11 GREEN AND TECHNOLOGY: (CHAIR PRICE / DEPUTY HEATON-SHERSTOBITOFF) Nil 12 PLANNING AND DEVELOPMENT: (CHAIR MCFADDIN / DEPUTY PRICE) Nil 13 PUBLIC SAFETY: (CHAIR TASSONE / DEPUTY MACLEOD) Nil 14 TRANSPORTATION AND CIVIC WORKS: (CHAIR RYE / DEPUTY TASSONE) (a) 2nd Street & 5th Avenue Storm Drainage Improvements – Recommendation of Award (Report No. 19-74) Agenda Council of the City of Castlegar Regular Meeting – April 15, 2019 Page 4 of 5 Report from the Engineering Technician as part of the 2019 capital budget, the City plans to undertake improvements to drainage at and around the intersection of 5th Avenue and 2nd Street. The improvements include upsizing the storm water collection and outlet along 5th Avenue to eliminate flooding that has been occurring in previous years. The improvements also include addition of concrete curbs and replacement of asphalt paving within the project limits. Council approved $442,000 for this project in 2018 and $400,000 in 2019. RECOMMENDED MOTION: THAT Council award the construction of the 5th Avenue Storm Drainage Improvements project to Copcan Civil Ltd. for the value of $377,969.00, plus GST, AND FURTHER; THAT Council authorize an increase in the General Revenue budget for the value of $42,000.00 that was not carried over from the 2018 Fiscal Year for this project. 15 REGIONAL DISTRICT OF CENTRAL KOOTENAY MINUTES (RDCK) Nil 16 CORRESPONDENCE: (a) Communities in Bloom, Darlene Kalawsky re: Details of the visit to Cervia, Italy. 17 REPORTS OTHER: Nil 18 MAYOR'S REPORT: 19 NEW & UNFINISHED BUSINESS: Nil 20 BYLAWS FOR CONSIDERATION: (a) City of Castlegar 2019 - 2023 Financial Plan Bylaw 1285 – Third Reading THAT Bylaw 1285, the City of Castlegar 2019 – 2023 Financial Plan Bylaw, be read a third time.
