The information contained in the report is based upon crime statistics information submitted by all law enforcement agencies in Tennessee to TBI’s Tennessee Incident Based Reporting System (TIBRS) Program. TIBRS is the state version of the FBI’s National Incident Based Reporting System (NIBRS) Program. The report for 2007 is only being released electronically. More detailed statistical information may be found for individual agencies, counties and the state at www.tncrimeonline.com. The TBI is mandated by T.C.A. §38-10-101 et seq. to create a program to collect crime statistics from all law enforcement agencies in the state. The TIBRS program collects comprehensive data on crime incidents including information on the offense, victim, offender, arrestee and relationship between the victim and offender. Because of the type of data collected, the TIBRS program provides a more accurate and detailed depiction of the crime events in each community than the data published by the FBI in their annual Crime in the United States report. Tennessee continues to be one of the most populous states in the nation where all crime statistics are reported by NIBRS compliant agencies and the efforts by Tennessee’s law enforcement agencies are a model for the nation. The success of the TIBRS Program is the result of the continued cooperation of all law enforcement agencies in the state. The TBI continues to provide TIBRS training to commissioned and non-commissioned law enforcement personnel. Over 30,000 personnel have received training during the last several years. TBI is committed to this effort and will continue to provide the training and technical assistance necessary to collect the most accurate and comprehensive crime statistics for Tennessee and its citizens. As you review this report, please remember that we strongly discourage any ranking of the agencies. There are many demographic, socio-economic and other factors that are beyond the control of law enforcement that cause the nature and type of reported crime to vary from place to place and ranking agencies based on the reported crime numbers would not be fair to the agencies or the communities. I am very proud of the efforts of all participating law enforcement agencies in the state that allow this report to be produced. Our combined efforts have resulted in a successful program and this annual report detailing the nature of crime occurrences in our state.
