Frederiksberg Kommune Phase Vll situation analysis Every four years the citizens of Frederiksberg Municipality participate in a national survey. The most recent survey was in set in spring of 2017, and 2.265 citizens participated in this survey. The Health Profile of Frederiksberg is based on this survey. When investigating the development in health, we compare to the previous survey which was conducted in 2013. The health profile shows, that the vast majority of the citizens of Frederiksberg are in good physical and mental health. In many respects, the citizens of Frederiksberg have healthier lifestyles compared with the average Danish population, and their average life expectancy has risen. However similar a to general trend in Denmark, citizens of Frederiksberg are also living more years than before with disease. It is possible to prevent many of these diseases and give the citizens a better quality of life by providing them with better living conditions and helping them to adopt healthier habits. Currently, the most important factors reducing the expected years of healthy life are tobacco smoking, insufficient physical activity, excess use of alcohol, poor mental health, sleep disorder, loneliness, severe overweight and drug abuse. The situation analysis also draws on data from DIF: Sports and exercise in the Municipality of Frederiksberg 2018, IDAN Survey 2016, Munipality of Frederiksberg: Proposal for noise abatement action plan, national Centre of Environment and Energi (DCE;Air), School Leaving Study 2017/2018, Municipality of Frederiksberg, The mandatory national well-beeing measurement in primary and lower secondary schools, Danish Ministry of Education, profile model and Quality assurance Report of the Danish Folkeskole. Taking into consideration data from the sources above, we identify four priority Issues or key areas of action for phase Vll: 1. Healthy Urban Living 2. Health for all 3. The health of children and young people 4. Resilient communities and mental health Please see Frederiksberg Health Policy for elaboration on data and actions. The Frederiksberg Health Profile can be found on page 15-19 in Frederiksberg Health Policy 2019-2022. Healthy urban living Healthy urban living focuses on how we can ensure healthy living conditions in the most densely populated municipality in northern Europe. We create opportunities for living a healthy lifestyle for all residents of the city by designing pockets of green spaces, Exercise facilities, cultural and leisure activities as well as by integrating health perspectives in infrastructure and urban development, environmental measures and climate adaptation policies. We aim to make it easier 1 for people to integrate sports and exercise into their daily lives, meet with friends and live their lives without exposure to adverse environmental impacts. 23% of the citizens do not meet the minimum recommendation for physically activity of the WHO. Frederiksberg municipality will address this challenge by developing the city, its infrastructure and outdoor areas in order to provide opportunities for all citizens to be physically active in parks, playgrounds, or through active (and safe) modes of transportation. More specifically, we will install outdoor fitness equipment for the active and more benches for the people with difficulty in walking, especially in the western part of Frederiksberg. Surveys indicate that 500 citizens of the municipalities of Copenhagen and Frederiksberg die prematurely every year due to air pollution. 37% of Frederiksberg dwellings are exposed to noise above the recommended threshold limit value 58 dB. We will address these challenges by working on environment friendly and safe traffic flow and other measures to reduce noise and air polution. Frederiskberg will also create better conditions for bicycling and safe opportunities for using the bike in everyday life and for the short trips. We will expand the network of bike paths, to ensure bike path in all roads with heavy traffic in 2020. After this, we will establish bike paths on selected school routes. Frederiksberg is a member of Cities for Cyclists, a part of ECF (The European Cyclist Federation). Health for all Health for all focuses on the importance of giving everyone the opportunity to live a healthy life. Social equality in health have not improved over the last four years. Social inequality in health is one of the major health challenges in Denmark. To ensure better health for all we will focus on equal access to health services, on integrating health into social policy and into employment initiatives. We also focus on providing healthy settings, information, services and facilities. We hope that this will encourage more people to stop smoking and reduce their alcohol consumption. The percentage suffering from poor physical health is 21 % among citizens whose highest completed level of education is lower secondary school, whereas it is 9% among citizens who have completed long- cycle higher education programs. The difference between the lowest and the highest educated in terms of physical health was 12 percentage points in 2017. Frederiksberg will address this challenge by detecting and helping the citizens who are most in need of health initiatives, for instance socially disadvantaged citizens, through targeted outreach work, and reaching out to the most vulnerable groups thus ensuring that the population gains better understanding of and control over their own health. For example Frederiksberg Municipality have three different social nurses who reach out to the people who are most in need by offering healthcare in the social institutions, in vulnerable residential areas and among the homeless, thus enabling them to better take care of their own health. In terms of physical activity and participation, Frederiksberg will support cultural and leisure facilities, associations and exercise communities in their efforts to open up to more citizens and include citizens from all parts of society. Frederiksberg municipality will strive to ensure participation by building a sustainable city in partnership with civil society. A social sustainable city is an inclusive, safe city with room for diversity. More specifically Frederiksberg Municipality has a long tradition of cocreation with civil society and sports associations on creating opportunities for physical activity for the citizens most in need of physical activity. An example of this is “Summer exercise in Lindevangsparken” where Frederiksberg Health Center cooperates with a number of associations to provide opportunities to perform activities specifically adapted for elderly citizens (tai chi, walking, running, boule). In such activities, when targeting citizens who are not used to doing physical activities, the organizers will emphasize fun and social inclusion when promoting the program. The health of children and young people The health of children and young people focuses on ensuring healthy and safe conditions for children in Frederiksberg. Health and well-being in childhood and adolescence are crucial to health later in life and educators, teachers, therapists or other professionals employed by Frederiksberg municipality are therefore encouraged to intervene at an early stage if they consider that health of a child is at risk. Focus on health promotion must be a natural part of the services provided by day-care facilities, schools, leisure-time facilities and youth education institutions. There has been a recent increase in daily smokers between the ages of 16 to 24. Estimates suggest that 10% of this age group were daily smokers in 2013, but this has now increased to 16% in 2017. Frederiksberg will work to reverse this trend by creating smoke-free environments in public areas frequented by children and young people in the municipality. The municipality has approved an action plan for the implementation of a Smoke-free generation 2030, which aims to reduce the prevalence of daily smokers between 16-24 years old. Binge drinking among young people have been fluctuating across the last three assessment points. The prevalence of 9th grade pupils reporting having ever been drunk in 2013/2014 was 55%, in 2016/2017 it fell to 45%, and finally it has increased again to 50% in 2017/2018. Frederiksberg municipality aims to reduce the prevalence of binge drinking among young people by cooperating with secondary education institutions on making guidelines for alcohol and healthier party culture. Frederiksberg Municipality will encourage parents of primary school students to commit to binding agreements where they collectively work towards delaying the age at which their children are allowed to drink alcohol. The coming years Frederiksberg aims at making this happen systematic in all school classes in the municipality. The coming years Frederiksberg municipality will furthermore cooperate with the independent Secondary education institutions on making guidelines for reducing alcohol consumption and binge drinking among students, and with the city's actors - the youth, police, grant holders and others, to ensure the safety of young people when participating in the nightlife of the city. Efforts also include the strengthening of the enforcement of the retail alcohol sale legislation, making it more difficult for children under 16 to buy alcohol, and for adolescents under 18 to buy strong alcohol. 40% of the 9th grade pupils are physically active every day/several times a day or practically every day to such an extent that they become sweaty
