ANNUAL REPORT : 2019-20 LOWER INDRA CANAL DIVISION, KHARIAR Brief Notes on activities of the Division: Lower Indra Canal Division is at Khariar of Nuapada District and under Administrative control of the Chief Construction Engineer, Lower Indra Irrigation Project, Nuapada, Site Office, Khariar. This Division looks after the works of defunct L.I.Dam Division, Tikhali and defunct L.I.Mechanical Division, Khariar in adition to it’s own works. At present total Head works of the Lower Indra Irrigation Project such as dam, spillway, 3 Nos. of Dykes and canal networks for command area of 12515.31 Ha. are coming under Jurisdiction of this Division. The total CCA of the Project is 29900Ha. All the head works including gate work of the spillway are completed. AERIAL VIEW OF DAM & SPILLWAY H.R OF LEFT MAIN CANAL H.R OF RIGHT MAIN CANAL Total length of canal network under jurisdiction of this Division as per DPR was 237.14Km. to irrigate an ayacut of 12515.31 Ha . Out of this, construction of canal upto157.73km length is completed covering Main canal 2 Nos. 20+8.22=28.22 Km, Distributaries 4 Nos. 35.64 Km, Minors 18 Nos. 37.52Km and Sub-minors 49 Nos. 56.35 Km. Command area under balance length of canals 79.41Km is being taken up through underground pipe line (UGPL) canal system. Out of 12515.31 Ha., 7495.56 Ha. is coming under open canal network & 5019.75 Ha. by UGPL canal network. CAD & WM work for entire ayacut is simultaneously under progress with balance distribution system by UGPL canal network. System wise information under open canal & UGPL is enclosed as Annexure- I. During Khariff water supply, 2019 an ayacut of 7972.64 Ha was supplied with canal water to give benefit to 56 Nos of villages. Out of these, 45 Nos. of villages coming under Khariar block and 7 Nos. under Boden block of Nuapada district and 4 Nos. under Bangamunda block of Bolangir district. The main work under this Division is UGPL work which includes both canal distribution system and CAD & WM work for entire ayacut of the project i.e 29,900Ha. An agreement for EPC contract was drawn for an amount of Rs.242.99Crore on dated 14.03.2018 with date of commencement and stipulated date of completion as 14.03.2018 and 13.02.2019 respectively. For checking and vetting of planning, designs & drawings submitted by EPC agency, WAPCOs Limited was engaged as Proof Engineering Consultancy (PEC) and an agreement was drawn with him with date commencement as 07.04.2018 and date of completion as 06.03.2019. An agreement was also drawn with M/s SGS India Pvt. Limited as Third Party Inspecting Agency (TPIA) on Quality Control Aspect such as factory and site inspection for checking of quality of pipes, fittings and other accessories as per Approved Quality Assurance Plan. The date of commencement is 07.04.2018 and date of completion as 06.03.2019. Since UGPL work could not completed by 13.02.2019, all three agencies i,e EPC, PEC and TPIA applied EOT upto 25.03.2020 to complete the work. Quality Control Monitoring: The Quality Control and Quality Assurance is the prime motto in executing each work of this Division. This is being monitored by the Executive Engineer, Designs & Quality Control Division, Bhawanipatna. In case of UGPL work third party inspecting agency (TPIA) has been engaged for testing the pipes and accessories both at factory and site. Plantation drive: This Division had taken a drive for plantation. Plantation made at down-stream area of dyke No- III and along canal bank toe at country side. PLANTATION ALONG TUKULA DISTY PLANTATION AT TEMPLE PREMICES, TIKHALI Work plan for 2020-21: During the year 2020-21 CCE linning in vulnerable reaches of canals will be done to minimise the losses as well as to maintain FSD required for water supply through UGPL system. It will also minimise siltation in UGPL system. Balance UGPL work will be completed prior to Khariff, 2020. Electrical lines/ tower lines and electrical sub-stations coming under submergence of Lower Indra Reservoir will be shifted. Service road at right bank of left main canal will be improved from RD 00 to 20.00Km. Accordingly proposal has been submitted for the year 2020-21 for an amount of Rs. 5420 lakhs.
